Government procurement plays an important role in managing the society and economy throughout the world. Most of the developed countries have established sound government procurement systems. In China, because of the lack of management experience and the flaw of the related system, government procurement is in a very serious situation of power abuse and corruption. The corruption appeared in government procurement has become one of the six major "disastrous" fields. Therefore, it is an important issue to study how to effectively contain corruption and rent-seeking behaviors in China's government procurement.At present, a certain amount of studies have been conducted on how to avoid such corruptions and how to perfect China's government procurement system. However, these studies were primarily based on qualitative analysis and lack the analysis of microeconomic behaviors of the supplier and the officials, and thus the proposals in these studies are not so strongly operational.
