Along with widespread concern and argument about the reform of medical, educational and housing system in China over the past years, the reform of agricultural science and technology system, which has implemented for more than two decades as the important part of the whole reform of Chinese science and technology, has aroused much attention. Now the reform of agricultural science research system is at a crucial stage—building up the national innovation system of agricultural science research, So summarizing the experience of the past reform process will definitely make theoretical and practical sense to direct and improve the coming reform process.Based on the review of the institutional change of the China's agricultural science research system, by using the theories of public goods, compulsory institutional change from institutional economics and national innovation, this study roundly appraised the performance of the reform of the Chian's agricultural science research system, and put forward corresponding policy recommendation in base of the survey of researchers and referring the reform experiences from home and abroad. This study focused on the following issues:1. Basing on analyzing the characteristics of agricultural science research, the researcher argued that the trait of agricultural science research as public goods was not fully recognized and the reform of agricultural science research system had the tendency of over-marketilized. The researcher considered that the over-marketilized reform had led an array of problems: firstly, the staffs of science research spend significantly less time on researching, which resulted in less outcome of research;secondly, the structure of governmental inputs to agricultural science researches was seriously unbalanced;thirdly, over-marketilized resulted in weakening fundamental research and lack of researches for public interests.2. Using the theory of compulsory institutional change into analyzing the changing process of the China's agricultural science research system, the researcher draw the conclusion that the reform of the China's agricultural science research system was a compulsory institutional changing process.3. The researcher considered that the reform was such a process that the reform policies and measures were adjusted with the improving insight into the traits of the China's agricultural science research. Based on this consideration, the researcher divided the reform process into four stages.4. By roundly analyzing the reform process, the researcher drew the conclusion that the reform of agricultural science and technology system was a gradual process from section to the whole system.5. The researcher regarded building up national innovation system of agricultural science and technology as an institutional arrangement which was conformed to economics and the law of agricultural science and technology development, and a right way of the China's future reform of agricultural science and technology system.6. By analyzing the aim of the reform, in which the fundamental researches were overlooked, the researcher found that the aim of the reform was unilateral, which weaken the momentum of the sustainable development of agricultural science research and had a negative impact to the researchers and the quantity and quality of research outcomes.
