| With the rapid development of economy, environmental pollution in China, over 70% of which is from industry, has increasingly worsened. Therefore, reducing the environmental impact of enterprises is the emphasis of environmental regulations. There are three kinds of environmental regulation policies which can be exploited on enterprises: Command & Control policies, Market-based environmental policies, information disclosure and participation mechanism. The first one is the protagonist of environmental regulations in all nations, and the second and the third become widely applied in developed countries since the 1980s. Environmental regulation is a course of game concerning related interest groups, which leads to different environmental policies in different countries. The regulation policies that have achieved in developed countries may not be appropriate for developing ones. Therefore, environmental policies for Chinese enterprises should be designed on the basis of China's politics, economy and social conditions. In this thesis, restrictions confronted by China in environmental regulations are analyzed on the basis of regulation theory and public choice theory, and suggestions to establishment of environmental regulation policy system are given.In chapter one, the research object and outline of the thesis are presented.In chapter two, the existing three kinds of environmental policies are comparatively analyzed. Different from other literature that investigates differences by solely comparing cost effective and incentive of environmental policies of all kinds, this thesis compare environmental policies of all kinds from the aspects of static efficiency, dynamic efficiency, information asymmetry, enterprise's and regulator's preferences; and brings forward environmental regulation policy choice matrix to be frame of reference of the following chapters.From chapter three to chapter six, influential factors in choice of environmental regulations policies are discussed.
