I try compare china regulation system with other advanced country in my research, and discuss the history of implementation of other country to study it may help to improve china telecommunication regulation, finally, aforementioned analysis are integrated into economic model, then conclusions are. made.My research can be concluded that basic law of telecommunication regulation must be made before reform of telecommunication, especially, it should comply with regulatory than discretionary.Furthermore, it must be reinforced that independency of regulatory organization to effectively perform monitoring and compliance.Finally, it needs a transparent mechanism of cost calculation, it can definitely express real cost of carrier, and help to clarify the price of telecommunication.
