Commercial banks are the core in the Chinese financial system mainly made up of commercial banks. For the traditional plan economic mechanism and special country situation, Chinese commercial banks have many serious problems. With the coming of the finance open completely, facing the foreign banks enter, how to reform Chinese commercial banks, solve state-owned commercial banks problem drastically, and enhance the core compete, which are close with not only the existence and development of Chinese commercial banks, but also the health of the whole financial system, the stable of society, moreover, the safety of the country. The Chinese banks reform had shown that partly reform is far enough to solve the existed problems of Chinese commercial banks. Therefore, we must make use of advanced commercial banks reengineering theory and combine with the characteristics of Chinese economic system and Chinese banks to build a set of Chinese commercial banks reengineering theory and mode.The paper researches Chinese commercial banks reengineering from six aspects: the imminency and inevitability of Chinese commercial banks reengineering, business process reengineering, bank governing structure, bank organization structure, new bank mode and the difficulty of Chinese commercial banks reengineering, the content as following:First, the paper discusses the imminency and inevitability of Chinese commercial banks reengineering, the press comes from the internet technology, policy reform, joining WTO and financial global, the paper expresses that the change of environment asks Chinese commercial banks must be reengineered completely. Second, the paper brings out the design Chinese commercial banks business process reengineering from the business process system, control system and support system according to the reality of Chinese commercial banks. Third, it is about the bank governance theory and Chinese commercial banks reengineering. The paper puts out the country should build an independent state-owned bank asset management commission,it manages the state-owned banks asset just as the institution investor, at the same time, Chinese commercial banks government structure should be redesign by shareholders general meeting, directorate, managers andsupervisory board, so that it can solve the governance problems of director board phantom, manager inter people control and long management and administration intervene. Fourth, the paper analyzes the organization structure theory and Chinese commercial banks reengineering. The paper sets up a flat organization structure of one level authorization and matrix management by commercial banks organization structure reengineered. It gains the aim of cutting out the shortcoming of multilevel authorization, over many branches and employees, administrative management by the methods of setting the branches according to the economic area, choosing employees by competence, cutting down unwanted branches and making full use of self-help banks, telephone bank, call center and network bank. Fifth, the new bank mode introduces the self-help bank, telephone bank, call center, mobile bank,and network bank, the paper introduces the advantage and the present situation of network banking, and give some suggestion for Chinese network bank reengineering. Sixth, based on the Chinese situation, chapter 7 researches the difficulty of Chinese commercial banks reengineering, it points out the difficulty and solve method from the independence of commercial banks, public consciousness and cutting down the problem asset. On the end, it is the summery of the paper and the follow prospect.
