Telecommunications information services include information collecting, developing, processing and information platform constructing. They are the kinds of business that provide directly to the end-user audio information services (voice services) or online information and data retrieval through the fixed network, public networks such as mobile communications networks or the Internet. After a period of rapid development, the traditional telecommunications business growth has become increasingly slow; on the other hand telecommunications information services begin to flourish, the rapid growth of market size has become a new spotlight in the telecommunications market. As the market access threshold is not so high, large amount of capital and enterprises enter the information service market in great numbers. Network operators and information service providers of different kinds are at the same time engaging in fierce market competition, which results in the complexities of information service market structure. As the study of the basic characteristics and formation of information service market structure is still in an exploratory stage, the supervision bureau can only implement regulation policies according to the previous experiences gained from the management of telecommunications market.This paper explores the regulation characteristics of the information service market by means of traditional mathematical economic theory, market structure theory and the theory of market regulation. It makes a microanalysis of the information service market structure of competition type with data mining tools' cluster model. Through the establishment of Data Envelopment model the thesis studies the relationship between the scale of the information service enterprise and the market efficiency in a quantitative way. It looks into the growth effect that the new technology will benefit the information service providers with the TFP analysis and the Solow residual value concept. The research methodology of telecommunications information service market structure and the market efficiency evaluation model system this paper presents are new attempts for the current research of telecommunications information service market. It's expected that this paper will enable the establishment of a systematic supervision policy leading to a regulated, healthy development of information service market in the long term and provide a theoretical support and quantitative research tool for the study of information service market structure.The treatise is divided into 8 chapters; the main points are as follows:Chapter 1 first introduces the research background and makes a comprehensive analysis and discussion of the significance of the research in this field at present. Then it defines the study and research methods and generalizes the research framework, finally it puts forward the innovation in this paper.Chapter 2 mainly deals with market structure theory. It expatiates on the specific contents of construction, conduct and performance of market as well as their causality, and amends SCP framework, adding the external factors of government regulation which affects the market to it. (SCP framework)Chapter 3 analyses the environment of information service regulation, and supervisory measures domestically and internationally, then proposes reforming information service regulation.Chapter 4 measures the degree of comprehensive concentration and subdivision market concentration which reflects the information service market structure. It points out that there still exists monopoly in the entirely competitive market, and studies the microscopic structure of competition type of information service market through clustering model.Chapter 5 defines the most important price and non-price competitive measures of the information service market, examines the business model of this market, and then dissects how the non-price competition affects the market structure.Chapter 6 evaluates the efficiency of information service market in recent years through the DEA model, measure the relative efficiency of some information service companies from the year 2004. Based on the method of TFP, it uses the Solow editorial value method to analyze the typical income increasing mode of information service companies.Chapter 7 study on the rationalization of telecommunicaions information services, and then puts forward reasonable proposals for the information service market in terms of supervision bureau and enterprise. At last, studies the trend of economic and technological development, and makes a prospect of the development of China's telecommunications and information business in the future.The last chapter is a conclusion part. It summarizes the achievements herein, and points out the insufficiency and the weaknesses of paper.
