Analysis Of Government's Role In Regulating And Controlling Income Distribution

The income distribution is a hotspot and difficult issue concerning the immediate interests of every social member in the economic society. For a long time past, a close attention being paid to the income distribution by experts, scholars and even government' s officials at home and abroad is mainly, under the precondition of acknowledgement of the established distribution culture, distribution system and distribution relation and from the resident's individual point of view, to probe centrally into the issue of income disparity between individual residents, the issue of the equitableness of the income distribution and its standard, and the issue of economic efficiency of income distribution at a practical operation level of distribution; but issues of the culture concept, theory structure, goal value, system mechanism, policy rule, realization route, etc. for the income distribution have rarely been analyzed and studied systematically and deeply from the viewpoint of the government' s regulating and controlling of income distribution.From a deeper viewpoint of plutonomy, the issues of thought and theory, systemand policy, its embodied distribution relation, etc. of the income distribution regulated and controlled by the government not only have involved the issue of existence and development for each social member, but also involved the issue of social equitableness and justness, and even more involved the development and progress issues of politics, economy, society, and culture. Along with a deep performance of reformation of the market-oriented economy system which takes the regulation of an interests distribution pattern as a breakthrough, a series of prominent problems have also come into being while great achievement has been gained for the income distribution of our country in the aspects of theory and practice, which shall be of important subjects the theory circle and practical workers can not evade, to perform a systematical and profound analysis and research. With a guidance of scientific distribution theory of Marxism and reference of reasonable factors in the Western economic theory, exerting the methods of standard analysis, demonstration analysis, etc., this article has carried out a profound analysis on the existing problems and their reasons in the theory and practice of the issue of income distribution regulated and controlled by the government, researched and raised a theory supposition and strategic move for the government to regulate and control the income distribution scientifically and reasonably. This paper thinks that our government has not yet formed comparatively a scientific and reasonable theory system and goal value orientation on the theory concerning the regulation and control of the income distribution, in practice while performing no interference, an unsuitable interference and over interference in parallel; the action policy has often been affected by the vested interests, on the theory at present a study must be performed deeply for the theory basis, role, function, system, route, scope, goal, value, orientation, structure, mechanism, policy, rule, etc. of the governmept's role in regulating and controlling the income distribution, with great efforts to improve its scientific, equitable and reasonable degree, to adopt aiming-at methods in practice for increasing a comprehensive practical effect of the income distribution regulated and controlled by the government, and to build a real, vigorous, harmonious, equitable, modern, civilized income distribution system regulated and controlled by the government.
