Research On The Strategic Management Of Financing For Water Resources

There are more problems in China's total water demand for funds from both financing and capital structure, or efficiency of the allocation of funds from the financing and the efficiency of the situation. Huge shortfall in water funds is necessary to stabilize the existing funding channels, and open up new funding channels, so as to guarantee water resource investment. At the same time, the inefficient allocation of capital and financing required water resource financing must also build a scientific water management mechanism to reasonably control the financing risks. At the same time, government water finance should be innovative. There are more important ways to broaden the water finance channels, including the innovation of the existing water conservancy construction funds collected, increase the water conservancy fund levy and so on.In the widening fund-raising channels, it is also necessairy for water resource financing to build scientific management system, including financial management system, risk control mechanism, etc. All these things aim to better management of water resources portfolio funds and achieve a reasonable value of working capital under the reasonable risk control of water financing.As for research methods, the paper mainly focuses on using gambling theory, dynamics, regression analysis, time series, entropy value law and so on. In the application of gambling theory, the paper constructs a gambling model to further analyze cooperation gambling relations between government and other main financing participants in the water conservancy financing market. In the use of two stage gambling analysis model, the paper analyses government's intrinsic impulse in breaking the contract during water conservancy financing. Meanwhile using the incomplete information symmetrical gambling model, the paper analyses the capital structure in government investment for water conservancy and find the existence of multiple benefit gambling. Using system dynamic model, the paper analyses the systematic feedback of the promotion to national strategic development in water conservancy from national development level, and mainly study the importance of financing in the development of water conservancy. In the combination of the quantitative analysis and the qualitative analysis and based on the elimination of inferior solution, the paper searches for the relatively satisfactory solution. In the reference of relevant study on infrastructure supply mechanism, the paper applies mathematical model to specifically deduct and detrude other effective supplies which are exclusive quasi-accurate public welfare or the non- public welfare water conservancy facilities. The entropy value law is the frequently using method in the mum- goals decision-making theory. The bigger of entropy, the smaller of the amount of information contained in the indicators, on the contrary, more and more. The paper will apply the entropy value law to determine the weight about the development of water * conservancy and national harmonious development in the comprehensive appraisal function.
