There's no doubt that transforming is one of the prominent events in the 20th century.Transforming is a special period in the historical process of modernization in our country, itinvolves everything of economy and society. During the transforming period, our agricultureand rural economy face new situation, the agriculture product supply and demand condition,the agriculture growth mode, the agriculture development goals, the relationship betweenagriculture and industry, the agriculture internationalization background all have more changes.If the agriculture is abundant, the base will be strong. If the peasant is rich, the nation will beprosperous. If the country is steady then the society is peaceful. Strengthening the "three rural"work, implementing the modem agricultural sustainable development strategycomprehensively, developing the modem agriculture positively, and promoting the newsocialism country constructing are the request of implementing the view of scientificdevelopment and constructing socialism harmonious society, and they are the importanthistorical tasks of the construction of socialism modernization.Appearing of the environment problem relates closely to the development of agriculture.The essence of agricultural sustainable development is the relationship among the developmentof economy and society, the resource and the ecological environment. Resource andenvironment are the core and foundation of agricultural sustainable development which needsecology security. Different society civilization, economical development stage and agricultureproducing level have different demands of resource and environment, have different demandsin degree, mode and connotation of ecology security. Therefore, ecology security is not only agoal that agriculture development going in for, but it is much more a process. Researching onChinese agricultural ecology problem of transforming period has very important theoreticaland practical significance.This paper has summarized and analyzed the domestic and international research stuationof the ecology security and agricultural ecology security, the connotation and extension of thisconcept, research content, development tendency of agricultural ecology security, summarizedand hackled the theoretical basis of the agricultural ecology security research.The paper has summarized the concept of transforming, the effect, characteristics, thecontents and the correlative theory, analyzed the influence of economic transforming ondevelopment of Chinese agriculture and rural economy, the new situations, new tasks ofChinese agriculture and rural economy during transforming period, and the theoretical andpractical difficulties that need to be accounted for. From the view of agricultural resourcesenvironment influence on national resources environmental security and agricultural development restraint, this paper has emphasized the significant guaranteeing role ofagricultural ecology security in the process of agriculture modernization during thetransforming period.The paper has reviewed the process of Chinese agricultural ecology environmentevolvement, analyzed the relationships between agricultural ecology environment andagriculture development in primitive agriculture stage, ancient agriculture stage, neotericagriculture stage and modem agriculture stage, and also generalized the present and problemsof Chinese agricultural ecology security in resources security, environmental security,biological security and products security.Combining with the reality of Chinese agricultural ecology security, the paper has deeplyanalyzed the existing problems, and provided theoretical basis for further understand of thecauses of these problems according to these specific agricultural ecology security problems inthe economy transforming period, from the views of environment resource economics,development economics and system economics, with related theories, such as the resources andenvironment value theory, the external effects theory on the use of resources and environment,the scarce theory of resources and environment, economy growth theory, EnvironmentalKuznets Curve, the theory of sustainable development, Todaro Model, market failures, thegovernment policy failures, the government management failures, etc.Based on the analyzing of domestic and international agricultural ecology securityevaluating researches and the model PSR, the paper has initially constructed the agriculturalecology security evaluation index system, chosen 3 categories, 7 specific subclasses, 24indicators, and evaluated by determining the index weight with the method of analytichierarchy process, setting up mathematical models, and applying the improved PCA projection.And with this evaluation system, evaluated the agricultural ecology security situations of 13cities in Heilongjiang and analyzed the results.Finally, using system flow diagram measure this paper has correspondingly analyzed theproduction system, expense system, environment self-governing system, concealmentintervention system, and other systems of agricultural ecology security system. Based onanalysis of results, the paper has proposed concrete countermeasures of agricultural ecologysecurity management. We should make great effort on ecology restoration and ecologyconstruction, and strengthen the environmental governance to enhance the ability ofenvironment self-regulating, which is the basic promise of agricultural ecology security. Weshould set up new concept of development, promote clean production and recycling economy,and develop modem agriculture vigorously to change the develop model, which is thefundamental way of realizing agricultural ecology security system. We should find out themaximum limit of green expense pattern and make full use of system relatedness to realize the leading role of expense system, where the shoe pinches to agricultural ecology security system.The government should carry on macroeconomic policy innovation, set up ecology capitalmarket, perfect environmental information announcement system, strengthen public scrutiny,enhance propaganda education, and establish environmental philosophy to enhance thecapacities of government, communities, markets and individuals' intervening, which is animportant supplement of agricultural ecology security system. The government shouldimplement ecosystem management, enhance international cooperation in environmentalprotection domain, and coordinate other systems effectively, which can support agriculturalecology security systems effectively.
