Research On The Innovativeness Of China's SMEs: In View Of Growth

The SMEs in our country have been developing rapidly and becoming more and more important to national economy since 1980s. However, the death ratio of the SMEs is very high and many SMEs are short of innovation. At the same time more and more corporations from USA, Japan, and European Union developed new technologies through cooperation to engage in international competitions, leading to rapid development of collaborative innovation. Under the circumstance, what's the current situation of growth and innovation of the SMEs in our country? What is the relationship between the growth and the innovation within the SMEs? What content is within the scope of the SMEs' innovation? How to foster and improve the innovation level of the SMEs?In order to answer the five questions above, the first part (chapter 1, 2, 3) defines the SMEs, the growth, the innovation, summarizes domestic and diplomatic researches involved, establishes a growth mode and the innovation affecting mode involving the SMEs, constructs an innovation-evaluating system based on the firm theory, the growth theory and the innovation theory. The second part (chapter 4, 5) using a sample from the listed SMEs evaluates the current situation of the SMEs innovation and growth, conducts international comparison and empirically tests the growth mode and the innovation affecting mode. The third part (chapter 6, 7) analyzes the relationship between innovation and growth using the way of force field analysis based on the empirical outcome from the former part, simultaneously analyzes affecting factors from technology innovation, management innovation and institution innovation. The fourth part (chapter 8, 9) puts forward a new cooperative-innovation mode for fostering and improving the innovation level based on the empirical and theoretical analysis above and constructs an operating mechanism and policy-supporting system after analyzing typical successful foreign examples about collaborative innovation. Theoretically it will make up for the lack of researches on the theme, perfect and develop the SMEs theory, the growth theory and the innovation theory. Practically, it will help making effective policies in order to foster and improve the innovation of the SMEs, helping them grow better.In the facet of whole growth situation, the SMEs are growing well and playing an important role in the increase of national economy. However, the growth of SMEs got worse between 2003 and 2005 according to the financial statements from some listed SMEs. Current innovation of the listed SMEs is for corporations rather than customers, emphasizes results rather than management process, opportunities rather than strategic planning, rates of progressing rather than roles of innovation in spite of great input capital and human resources. It is a typical innovation mode that has low product at the cost of high input, lacking institutions and accumulation.By empirically analyzing the sample composed of listed SMEs, it proves that the growth and the innovation are significantly positively related and the affecting coefficient is 0.733. The weights of technology innovation, management innovation, institution innovation that affects the innovation of the SMEs are 0.244, 0.392, 0363 respectively. Generally the three kinds of innovation have little difference in affecting the whole innovation, which indicates a mutually supportive relationship. They are indispensable in the existence and the development of corporations. Comparatively the management innovation has the greatest influence in the whole innovation, the institution innovation has lower influence, and the technology innovation has the least influence.The source of growth motivation is from six factors that are introduction of new technology (new products or skills), innovative changes of strategic orientation, staff quality or enterprises value proposition, enlarged management scale and demands of interior management, motivation of socially political and economical reforms, pressure from market competition and changes of market demands. One part of resistance of the SMEs growth is from interior incoordination including the incoordination between departments, the declining motivation mechanism, the control loss of management system and the success inertia of interior operation. The other part is from exterior inadaption including the limitation on the growth from the exterior environment, the information asymmetry and the success inertia of strategic management. Innovation will turn into the SMEs growth when the innovation is accepted. The effect of innovation is to remove interior resistance, exterior resistance and become sustainable drawing force. Although innovation is not the joint forces of growth, it could affect and change the joint forces of the SMEs growth. The greater the innovation, the better the growth.The innovation of the SMEs includes the technology innovation, the management innovation and the institution innovation. The technology innovation provides with material and technological conditions for the management innovation and the institution innovation and forms the technology guarantee mechanism. It includes the input of research staff, the necessary input for researching, and the transforming efficiency and so on. The management innovation ensures the organization management for technology innovation and institution innovation and includes marking efficiency, the financing management efficiency, the interior operation efficiency and so on. The institution innovation is the base of technology innovation and management innovation, and forms involved supporting and motivation mechanism. It includes the share-right structure, the board governance, the management motivation and some content involving corporation culture and accidents that may bring high risks.At last it puts forward a collaborative innovation mode to improve innovation, construct an operating mechanism and policy-supporting system involving governmental management, credit collateralization, labor source, taxation, investment and finance, technology transformation, informationalization, laws and market environment.
