Some Decision Methods For Enterprise Logistics Outsourcing Management

In the last decade, characterized by thin profit margins, high consumer expectations for quality products, shorter life cycles, short lead-times, faster dissemination and proliferation of information, companies are forced to take advantage of any opportunity to optimize their business processes. To reach this aim, academics have come to the same conclusion: for a company to keep up competitive, it has to work with its supply chain partners to improve the supply chain's total performance, and outsource parts of their activities that are not considered as their core competence. The term "outsourcing" has come to be very popular amongst companies, and logistics management has been called the last frontier even at the present time. In practice, however, the outsourcing industry has been extremely difficult in developing or even resulted in failure. Therefore, revealing logistics outsourcing mechanism and studying logistics outsourcing management model is of great significance of promoting the development of domestic logistics enterprises and logistics industry. In this paper, we propose some methods, which are based on the theories of system engineering, statistical analysis, logistics management, outsourcing management and other correlative field knowledge, to analyze the core technologies in logistic outsourcing management. In this study, we put emphasis on the themes on the key factors of outsourcing, selection provider, outsourcing risk management, outsourcing model selection and evaluation of logistics outsourcing satisfaction. The main results are concluded as following:1. In the first, we analysis and summarize the factors on logistics outsourcing based on revealing logistics outsourcing mechanism and concluding other academic fruits. Then, the questionnaire survey combined with statistical analysis technique will be used to select the key factors driving the domestic enterprises to outsource their un-core business. And the analytical result indicates that lowering operating costs, avoiding risks, improving core competitiveness, improving response time, enhancing organizational flexibility, and optimizing Supply Chain Management should be the currently main factors that drive company to outsource their part business.2. Based on analyzing the perspective about costs, profits, services and risk management, we summed up the economic indicators, technical indicators and risk indicators that influence on selecting logistics outsourcing model. Then, a methodology integrated gray relational analysis and TOPSIS is proposed to help the manager of logistic outsourcing company select the appropriate logistic outsourcing model. At last, we use a case study to demonstrate the model's effectiveness and superiority, and the result illustrates that this method has feasibility.3. Traditional performance evaluation methods focus mainly on enterprise financial index, such methods of evaluation will lead to only focus on short-term business operators profit growth at the expense of long-term profitability of enterprises. In this study, we proposed a method used BSC to design enterprise performance evaluation index from within and outside the enterprise environment and the combination of financial and non-fmancial index. And then, the levels of balance score card will be expanded to five-dimensional by adding level of logistics services. At last, we make comprehensive use of Delphi, AHP and multiplication synthesis methods to construct an integrated assessment model for performance evaluation and provider choice and use a numerical example to verify the feasibility, effectiveness of the method and the visualization of the result.4. Based on analyzing the factors of the system's internal and external risk and the corresponding risk management system, we propose a method based on GA-CBR to warn and manage logistics outsourcing risk and implement it in fact.5. From the perspective of a customer satisfactory, we propose the principles of customer satisfaction index and design the estimation criterions based on the customer satisfactory. Then, we proposed a methodology used the analytic hierarchy to elicit the customer satisfactory index. An empirical research is used and the result illustrates the effectiveness and superiority.
