Study On The Impact Of The Natural Forest Protection Program On Poverty Of The Forest Area In China

With the development of China's social and economic level, the poverty of forestry region becomes more and more prominent. How to eliminate the poverty of forestry region also becomes the focus of the society. Eliminating the poverty of forestry region has an important role to construct new country of socialism in China, which is extremely important to realize the well-off of socialism purpose.Since 1998, there have been six key forestry programs are implemented in succession such as Natural Forest Protection Program (NFPP), Conversion Program from Farmland to Forest Land, Combating Desertification Program Around the Rim of Beijing and Tianjin Metropolis, Protection Program of"The Three-north"and Protection Program of Middle and Upper Branches of Yangtze River", Wildlife and Natural Protection Area Program and Construction Program of Fast-growing and High-yielding Timber Forests in Key Areas, which brought great economic, social and ecological development to the policy covered regions. How the key forestry programs affect the poverty of forestry regions, the extent and results of the impact, whether the poverty of forestry region could be changed by implementing the forestry programs becomes an important project and imminent to be studied.The purpose of the study is to analyze NFPP's impacts and its extent on the poverty of forestry region based on the social development theory and poverty theory by utilizing appraisal methods and to propose policy recommendations for eliminating the poverty of forestry region benefiting from the national and international practical experiences.Via the study, one hand, the appraisal theory of NFPP's impacts on poverty of forestry region is set up, which enrich and improves the social development theory, sustainable development theory of forestry region and theory of poverty and eliminating poverty. At the same time, theories and methods of study the impacts of China's key forestry programs on forestry region's poverty are innovated. On the other hand, the study analyzes the positive effects of NFPP on forestry region's poverty, finds the main reasons and eliminating solutions of forestry regions'poverty and proposes effective policy recommendations for solving current forestry regions'poverty in China by case study. The study has an important theoretical and practical meaning.The study defines the concept of poverty of forestry region, sets up the indices and appraisal methods on analyzing the impact of NFPP on forestry region's poverty, construct the policy mechanism for eliminating forestry region's poverty with implementation of NFPP. A primary method is innovated in the study to analyze the influence of ecological programs on forestry regions'poverty.The major conclusions are as the followings. Poverty still exits in China's forestry regions. NFPP plays positive impacts on eliminating the concerned forestry regions'poverty. Taking advantage of domestic and overseas experiences of poverty alleviation and practices of ecological programs, a series of policy guarantee system are set up.
