Research On The Nature And Management Of State-owned Capital Management Budget

The first thing for setting up public finance system is to explain the concept and connotation of public finance and the relation between the public finance and state-owned asset management. There are many views on the state-owned capital management budget, but only part of them talk state-owned capital management budget as a part of public budget. In fact, national finance under the socialist market economy condition is the public finance, we should study the state-owned capital management budget from the view of public finance.The paper takes the nature and management of state-owned capital management budget as research project. It has been divided into six parts, including the introductory remarks (the first chapter) and the main text (in the following five chapters).The concrete logical organization is as follows:The first chapter is the introductory remarks, which mainly elaborates the study background, summarizes different studies on the the public finance's concept and the management of state-owned capital management budget, introduces the research technique and logical structure of this paper, and shows the innovation and the insufficiency of the text.The second chapter is the concept, the nature and the significance of state-owned capital management budget. The main content includes: the definition of related concept such as asset and capital etc., the nature and significance of state-owned capital management budget.The third chapter is the reason analysis of country participates in the state-owned capital income assignment. The main content includes: the theory basis that government has state-owned asset, the system vicissitude of state-owned asset in China and the implication and nature of state-owned capital income.The fourth chapter is the effectiveness analysis on state-owned capital management budget. The main content includes: the system environment analysis on state-owned capital management budget, the system target complex analysis on state-owned capital management budget and the external relation of state-owned capital management budget.The fifth chapter is the comparasion and enlightenment from domestic and foreign experiences on state-owned asset management budget. The main content includes: the outline of foreign state-owned asset management, the state-owned asset management and budget system in western developed country and transforming country, the learning from the overseas experiences on state-owned asset management and budget system, and the practices and uses for reference on the state-owned capital management budget in some areas in China.The sixth chapter is the construction of state-owned capital management budget system in our country. The main content includes: the principle and main body on establishment, the revenue and expenditure content, the mode of administration and the system environment of state-owned capital management budget system.The paper absorbs and borrows the current research results of domestic and international academia. From theory to practice, it forms some innovative points according to the condition of China. These can be mainly manifested in the following aspects:1. Combing and annotating the public finance's concept and connotation from a new angle. Based on the intrinsic request of socialist market economy, the paper combed the theory viewpoint in public finance's concept and connotation from the angle of the body, the state power rests on, the goal and the function, and analysis the thought of nation behind the views. Not only the politics authority but also the property authority is the national power that the public finance rests on, so there is no independent State-owned Capital finance which is parrelled to the public finance. And the national finance under the socialist market economy condition is the public finance. So the public finance system can only be really constructed by the establishment and consummation of state asset management and supervision system, which including the state-owned capital management budget system.2. Reexaminating the functional localization of state-owned assets under the socialist market economy condition. The national condition of socialism initial stage and the historical characteristics of economic system switch is the starting point and foothold when we talk about the management of state-owned assets. Not the same as that under the western market economy environment, the state-owned assets in China is a special institutional arrangement between the government and market. It is not only the supplemental methods of systematic market failure and government failure, but also a important policy tool in the advancement of reforms with steady steps, and undertakes a series of social public function. So, as a public institutional arrangement, the function of state-owned assets should be the quasi-public goods.3. Analyzes systematically the constitution of the complex target system of state-owned capital management budget. The paper point out that the target of the state-owned capital management budget was not a single goal, but a target complex, and the ultimate goal of it is the maximum of public interest.4. Pointing out that the importance of draw the dual supervision on the execution of state-owned capital management budget. Because of the characteristics as One Body, Two Nature, we should draw the dual supervision on the state-owned capital management budget. Then the paper gives the suggestion that setting up the related organization in the government which in charge of entire supervision on the state-owned capital management budget specially.5. Giving some policy suggestion in view of some technical question about the management of revenue and expenditure in the state-owned capital management budget.The deficiency of this article can be mainly manifested in the following aspects:1. The breadth and depth of the research are insufficient. The nature and management of state-owned capital management budget is a systemic project, which involves extensive content. In addition of my limitations of theory accomplishment,knowledge structure,experience,acquisition of information,research technique, the content of this paper still needs developing, and the breadth and depth of the research should be further enhanced.2. The empirical analysis is insufficient too. At present, the nature and management of state-owned capital management budget in our country is just at the exploratory stage, there has no independent state-owned capital management budget in other country because of historical and the reality reasons. Although some areas in China has been doing some practice in it, the probability of transplant is bad for the differences in economy development, foundation system construction, so it is difficult for us to do more empirical analysis.3.Because of my limitations of knowledge structure,experience,acquisition of information, the pertinence and the applicability of proposed countermeasure will be influenced unavoidably.
