With the rapid development of science and technology, the modern economy has entered the era of high-tech competition and the proportion of High-tech industries in the national economy has increased a lot. Nowadays, people pay more and more attention to the high-tech enterprise research. After joining the WTO, Chinese High-tech Enterprises face a range of issues, of which the lack of competitiveness is very striking, especially the core competencies. Core competence is the resource of continuous competition predominance,enterprises can obtain long-term competitive advantage and promote sustainable development only if they nurture the core competencies. Core competence has been one of the most crucial issues in the current management areas, yet now people have not yet formed a unified understanding of its concept and have not yet made clear the significance and role of the core competence evaluation , which is undoubtedly a bottleneck to raise its research to a further height and depth. This paper first defines a clear concept on the basis of many different interpretations of the core competence, and raises the logical framework of its research. Solving the core competence evaluation problem is the key to apply the core competence theory to guide the development of enterprises, the lag of evaluation research of core competence is the main reason that enterprises could not apply core competence theory. This paper analyzes the characteristics , commonalities and limitations of the existing evaluation of enterprise core competence, uses mapping theory to unite different evaluation methods from a mathematical point of view, and sets up evaluation index system and the evaluating model of it, which is fit for Chinese high-tech enterprises, revolves around how to evaluate the enterprise core competence in detail,it has both theoretical value and reality significance for promoting application of core competence and accelerating enterprise to win and keep competition predominance in international market.From the beginning of looking into the origin of core competence theory, analyzing and researching a mass of literatures and theory, this paper analyzes the content, features and elements of the high-tech enterprise core competence on the basis of reviewing a variety of enterprise core competence theory and high-tech enterprise theory, illustrate the generation mechanism of the high-tech enterprise core competence, establish a multi-loop model to illustrate the logical relations of the norm learning loop, capacity learning loop and strategy learning loop, point out that the high-tech enterprise core competence is a tacit knowledge -based complex dynamic knowledge system with dissipative structure, self-organization theory can be used for the mechanism analysis of the dynamic evolution and dynamic evaluation of the core competence, and sets up the potential functions to reflect the non-linear change of the core competence,points out that the dynamic integration and interaction of the internal elements of the core competence promote the self-organization formation of the core competence and sustainable development. This paper sets up the index system of evaluating the high-tech enterprise core competence combining high-tech enterprise characteristic and reality, the evaluation index system of the high-tech enterprise core competence should reflect the competitive characteristic, venture characteristic and dynamic characteristic of the high-tech enterprise, discuss the commonality and essence of the different evaluation methods of enterprise core competence on the basis of exiting evaluating methods to the enterprise core competence ,sets up the integrative evaluating model of the core competence,discriminates the high-tech enterprise core competence : one is the evaluation of the high-tech enterprise core competence in a static perspective , determines the index weight of evaluation of the core competence, determines the index score for specific enterprise, furthermore, discriminates the enterprise core competence, uses fuzzy mathematical model to evaluate the high-tech enterprise core competence, analyzes and evaluates the high-tech enterprise core competence in a static perspective; the other is the evaluation of the high-tech enterprise core competence in a dynamic perspective , analyzes dynamic characteristic of the high-tech enterprise core competence, uses the random process theory to analyze the evolution process of the core competence,uses markov chain model to evaluate it, analyzes and evaluates the high-tech enterprise core competence in a dynamic perspective, puts forward the construction and development strategy of the high-tech enterprise on the basis of evaluating core competence in static and dynamic perspective. with JiangSu GUOGUANG Information Industry Corporation being analyzed as a demonstration. Find its own advantages and disadvantages in the process of evaluating the company core competence, and put forward the development strategy of Jiangsu GUOGUANG Information Industry Corporation on the basis of evaluating core competence, the company obtain sustainable competitive advantage by the implement of core competence development strategy.
