A Research On Resource Efficiency Revolution Empirical Analysis On Liaoning Old Industrial Base

The issue to enhance the resource efficiency has caused wide public concerns throughout the world.In 1997,10 Factor Club had appealed to various countries' governments, industrial world,international organizations and Non-Governmental Organizations to set a strategic objective of improving the efficiency of the energy and resources to 10 times.Based on these,this study was to explore and discuss the theories related to the efficiency revolution of the resources,using emergy theoretical analyzing approaches to establish the econometric model of resource efficiency to measure and analyze the resource efficiency revolution with the old industrial base of Liaoning as the demonstration,which is of great significance on the reforming and revitalizing Liaoning Old Industrial Base.By sorting out and summarizing the theories of resource efficiency revolution to make systematical epagogic elaboration on overseas references of 4 factor revolution,10 factor revolution and resource efficiency indexes,and an overview on reference of resource efficiency by domestic scholars and scientific econometric analyses on emergy theories. Based on the summarization of the achievements by predecessors,a definition of resource efficiency revolution is made herein;the features of resource efficiency revolution are proposed as being objective,fundamental,revolutionary and multiple.By analyzing the theoretical foundation for resource efficiency revolution is set as theories of sustainable development and circulation economy,by which the core of circulation economy is concluded as resource efficiency revolution and then this viewpoint is analyzed,along wise the economic analyses on the process of resource exploitation,utilizing and recycling.Liaoning old industrial base is taken as a demonstration,by means of emergy analyzing methods,through conversion process of substantial economic,resourceful and environmental data,a emergy evaluation on Liaoning old industrial base is made,the results indicating that the progress of Liaoning's economy mainly depends on the consumption of unrenewable resources,such as the consumption of minerals and petroleum,the economic structure being irrational.Also the environmental load of Liaoning keeps rising,over the world average,with all the wastes emission indexes on declining trends.Utilizing emergy-resource efficiency revolution econometric model to carry out econometric researches on the resource efficiency revolution in Liaoning old industrial base through system modeling,utilizing SPSS16.0 and other software and processing data,the results indicating that the resource efficiency of Liaoning has been increased to 1.66 times within the 16 intervening years from 1990 to 2005 and emergy-resource efficiency of nonrenewable by 2.44 times.It suggests that the utilizing efficiency of nonrenewable resources in Liaoning keeps increasing thus realized a factor revolution of resource efficiency.
