With the rapid development of marketization and legalization in China, the quantity and size of enterprises become much larger than before, and more systems are becoming diversified and flexible. The competition for resources between enterprises, especially the competition for human resource, is becoming more intensionfied. So the flow of employees are becoming faster and faster, and the relationship between the enterprise and the employee has become one vital factor which influences the development of the enterprise. While the goal guides and motivates the behaviour of both enterprises and employees, the relationship between the enterprise goals and the employee goals is the most important. Under the influence of economic globalization democratic politics and cultural diversity, the relationship between the enterprise goals and employee goals becomes more complicated and changeable, thus it is of great importance to identify the factors that influence the cooperativity of the two goals and to adopt the corresponding policies for the survival and development of the enterprises.Through analyzing the relevant literature, consulting experts and investigating the coal mining and non-coal mining enterprises, this paper puts forward the theory of cooperativity between employees and enterprises, and proposes that the employee goals and enterprise goals are of the same importance. The paper also carries out a research of cooperativity for the purpose of establishing a harmonious relation between labor and capital. Fome the three levels of career, phycology and values, the paper comes up with the concept of level progressing cooperativity and sets its index and weighs it,so as to establish the index measuring model of cooperativity between employee goals and enterprise goals. The concept of entropy model has been proposed in this paper .By studying indirectly the influencing factors of cooperativity, the paper has established the target entropy model. Through using scientific statistics, and depending on practical investigation and interview, the paper comes up with the evaluating norms for the goals cooperativity. This paper also makes an analysis of charging tendency of it as well. From the view of enterprise, employee and society, this paper illustrates the following factors which influence the law of dynamic evolution of cooperativity: salary and welfare care from the enterprise, values, social security, and social culture. Based on the above theories and methods, a controlling system has been established in this paper, which will help to promote the level of management in enterprises, and progress of employees, thus offers a reference to establishing the harmonous relations between labors and capital.To sum up, an application of the results to a coal mirirg enterprise and an auxiliary coal mining enterprise and a home electrical equipment has been alalysed. The paper makes a test by comparing it with the investigation and gives the suggestions for the good management.
