Since the industrial revolution, global environmental crisis is ever-intensifying. The traditional mainstream economics added fuel to the fire to it, that made the flow of material and energy goes one way only in economic system and environmental system, with maximize profits goal, lack of environment in firms accounting and national economic accounting. After the market failure, the administrative environmental management method also met in the implementation failure.At present, the understanding is deepening that environment are resources. The environment resources were endue with new means that production activities must produce emission and use some environmental capacity, we also can say that production activities must consum of some Self-purification of environment. To distinguish the traditional natural resources, we call it for environmental production factors. It is a new production factors that can decide the shape and position of production-possibility curve, by change natural environment`s material composition, structure and quantity.According to the latest development theory and advanced experience, using function tools and mathematical model, we analysed the manufacturers equilibrium and production factors combination and subsititution effects under the theory of environment production factor.
