Research On The Effectiveness Assessment Of The Intellectual Resource Management

The effectiveness assessment of the intellectual resource management, from the perspective of management decision, is the analyses and assessment of the competence and efficiency in which the goal of the intellectual resource administration will be attained. In the modernized operation, commandants and fighters are all intellectual resources with modern knowledge of science and technology and creative power. The commanding activities in the modernized operation are, in essence, to manage the intellectual resources effectively. The effectiveness assessment of the commanding activities in the modernized operation is of typicality in the effectiveness assessment of the intellectual resource management. The study takes the effectiveness assessment of the commanding in the modernized operation as the case and explores, in general sense, the theory and methods of the effectiveness assessment of the intellectual resource management. On the one hand, it provides theoretical models and calculation which are of widespread applicability for the effectiveness assessment of the intellectual resource administration so that the related research on knowledge management will be deepened; and on the other, it offers some counter-measures of the assessment to the increase of our army's commanding effectiveness in the modernized operation in order to heighten the real efficacy of the intellectual resource management in the army.Based on the interrelated notions of the effectiveness assessment of the intellectual resource management, this study applies the theories and methods of complex science, and analyzes the system of the intellectual resource management and the properties of its efficacy in order to bring to light the characteristics of its effectiveness assessement. The effectiveness of the intellectual resource management consists of three aspects-the original creativity, integration and applicability, and its effectiveness assessement presents the mutual supplement between quantitative and qualitative assessement, the unification between overall and partial assessement, the coordination beween accurate and obscure assessement, which provides the theoretical foundation for the effectiveness assessment of the intellectual resource management. This study utilizes the theoretical foundation of the effectiveness assessement of the intellectual resource management and establishes its principles, its flow and its target system. Through the introduction of the mathematical measurements such as the theory of fuzzy mathematics, hierarchical analyses and the degree of correlation, the targets of obscure and accurate effectiveness in the intellectual resource management are calculated comprehensively in order to obtain the assessment results with clear discriminations and construct the methods of the effectiveness assessment of the intellectual resource management.In the light of the case of the effectiveness of the intellectual resource management in different commanding models of the anti air operation of a naval ship, the study applies the flow of the assessment, the target system and the specific calculation to the empirical research with questionnaires and survey so that the effectiveness assessment of the intellectual resource management develops from qualitative level to quantitative one and from direct analyses to reasonable ones. Thus, its rationality and feasibility are reflected in the actual application to solve specific problems.
