On Target Model Of Free Trade Zone's Construction And Administration Innovation Of Local Government

Bonded Zone, China's special economic zones as basis to further explore and promote the opening-up form and increase the level of the experimental field of China's opening-up, after nearly two decades of development, it has become the most pilot economic zone with the most flexible operating form and most liberal economic activities in China's mainland. However, with the accelerated process of economic globalization, the policy of some of the inherent advantages of bonded zones, administration system and administration methods as well as some industrial advantages are all faced with a direct challenge. To enhance the sustainable development of capacity and international competitiveness, and to fully exploit the comprehensive advantages of the bonded zone with development potential, we must establish a specific reasonable pattern including the economic development pattern and the government administration pattern. Around the transformation goals, the government should make the appropriate adaptation from the functional integration, administration system and administration functions, etc. This thesis took Dalian Boned Zone as an example, and conducted the research on the transformation from bonded zone to free trade zone in China.The introduction part explained the background and the main subject of the thesis, namely, under the conditions of the World's free trade zone and the development of China's bonded zones, what will be the specific target pattern for the transformation from the Chinese Bonded Zones to Free Trade Zone? Around the transformation goals, the thesis took Dalian Bonded Zone as an example, discussed that what kind of measures or steps should the government take to realize the goal, especially on the aspect of the functional integration, the government administration system and government functions. In addition, in the introduction part, I also carried on the summary to the current related academic research, pointed out that the academic research neglected or even ignored the realistic feasibility analysis in proving the target pattern selection of administration system during the transformation, which inclined to use the ready-made model to make the theoretical analysis, so all these are the focus of this article. The introduction part also explained the basic ideas and the basic framework of the thesis.Chapter I was about the concept and historical analysis of free trade zone. This chapter first analyzed the concrete practice of the form of a free trade zone, official and academic circles to define the concept of free trade zone, and emphasized that the free trade zone in this thesis refers to a special economic zone within the territory of a particular country or region, which generally has convenient geographical and transportation advantages, convenience and enjoyment of the Customs special economic incentives. It is a special economic region with the function of foreign trade, technology exchange or related export-oriented business. The chapter also recalled and combed back the world free trade zone's historical development, explored the origins, evolution, conditions for successful operation and development trends of a free trade zone, and thus reveal a modern free trade zone is essentially economic operational mechanisms, economic instruments and tools, which plays an important role in international trade and national and regional economic development. Finally, the chapter also concluded several enlightenment for the transformation, in particular the successful operation of a free trade zone of internal and external conditions, etc.. It established a theoretical framework for later analysis.The second chapter analyzed the types and administration patterns of modern free trade zone. First of all, from the views of operation model and economic development model, it combined the practical types of modern free trade zone; secondly, on the levels of central administration system and internal administration system, it proposed the government administration pattern and concluded four governance administration principles of free trade zone. Through the above analysis, I am trying to provide a standard for analyzing China's bonded zone's economic operation, development pattern and government administration pattern innovation for reference and comparison. I believe that through the analysis of the type of modern free trade zone and administration model, it will not only deepen our basic understanding of free trade zone, further deepen our understanding of free trade zone as an efficient model of operation of the knowledge economy, but also contribute to strengthen our rational approval for the transformation. More importantly, it can provide a valuable reference system for choices of the transformation's specific target pattern.Chapter III was about the analysis of Chinese bonded zones'current situation and the difficult position. This chapter reviewed the development process of China's Bonded Zone, analyzed of the current situation of economic function development and government administration of China's Bonded Zone. It also analyzed the problems and difficulties during the development of China's Bonded Zone from the long position administration system, the lack of legislation, complicated monitoring procedures, separation of port and zone, and the impact of globalization. Analysis to China's Bonded Zone's situation and problems is an important part of real conditions and real starting point when we think about the transformation, and it revealed the necessity of the transformation from China's Bonded Zone to Free Trade Zone.The Chapter IV was the analysis to the initial exploration and the target model about the Chinese Bonded Zone's transformation. The previous section revealed the dynamic development process of China's Bonded Zone, explained the functions, administration system and current problems of China's Bonded Zone. It also carefully examined the nature to review the basic research of China's Bonded Zone's transformation, namely experienced the establishment of Export Processing Zone, integration of Port and Zone, development of Bonded Logistics Park, to the development of Bonded Port and Free Trade Port, thus proposing such a gradual deepening of the practice and understanding of course. This chapter focused on interpretation of the basic principle and the development direction of the target selection for the transformation from China's Bonded Zone to Free Trade Zone, in complying with standardization, correction combined with the integration, it proposed reform goals of the economic development pattern and the government administration system for the transformation.Chapter V was the case analysis of the transformation from Dalian Bonded Zone to a real Free Trade Zone. This chapter first reviewed the development and history of Dalian Bonded Zone, analyzed the internal conditions, the hinterland and regional economic conditions of the Dalian Bonded Zone's transition to a free trade zone, thus combing the basic present situation of Dalian Bonded Zone's function development and the government administration pattern. It focused on revealing the embarrassment situation for the multi-administration of Dalian Bonded Zone government, and pointed out that this is the root of series of problems in the Bonded Zone's administration and development. On this basis, the thesis proved the basic target pattern of the transformation from Dalian Bonded Zone to a Free Trade Zone, clearly defined the transformation's economics development pattern as an open comprehensive free trade zone, and the government administration system's development goals are the mixed-type administration system and the Customs independent supervision system. To achieve these goals, the article finally proposed corresponding measures from two big aspects: one is the function development and integration; the other is the adaptability of the government administration system and the government functions.The last simple conclusion in the thesis was that Dalian Bonded Zone's vigorous development proved the feasibility of its transformation, and it also showed us the bright future of Dalian Bonded Zone.
