A nation's history of survival and development is just like its history of disease resistance. As we all know, minority medicine is the crystallization of thousands of years of traditional culture and treasures of Chinese culture, which has made a significant contribution to the nation's survival and reproduction of prosperity in history, and nowadays plays an important role in preventing and curing diseases and health care for both the nation as well as Han people. However, for a long time due to historical conditions, cultural difference, geographical environment, geographical location, traditional concept, preparation process, professionals, industrial policy and administrative regulations and other factors, the progress of protecting the minority medicine resource is slow, drug development and utilization rate and the level of industrialization is low, the development of pharmaceutical industry of various minorities is uneven, the ability of anti-market risk of the drug manufacturers is weak, and the resource advantage is difficult to be translated into market and industrial advantages. There is a big gap between minority medicine which is a vulnerable industry and our national development strategies of pharmaceutical industry. How to formulate scientific development path for the China's minority pharmaceutical industry? How to break through the constraints and threats from international communities? However, there has been not a clear response according to the existing researches on these issues, so these issues become the subject of the research objectives. In this paper, some methods were used, such as investigations and studies, philosophical analysis, comparative analysis of induction and deduction analysis. The principle and the path for the development of minority pharmaceutical industry and the theoretical foundation of scientific development were provided by summing up the targets of the development of minority pharmaceutical industry. In addition, by research of scientific development paths of China's minority pharmaceutical industry, the strategies of improving competitiveness of minority pharmaceutical industry was put forward in order to facilitate its breakthrough the constraints and threats from international communities to. Specific studies are as follows:In Introduction, the following topics were discussed, such as the meaning and value of the topics, definition and relationship among some conceptions of minority medicine, the theoretical basis and practical basis and the research methods of the paper.In Chapter 1, the history of minority medicine was reviewed. The medical history of the development of the Tibetan, Mongolian, Miao, Uygur and Yi were studied, the relationship between minority medicine and minority culture was discussed. It was demonstrated that the development of minority medicine should be coordinated with local economic, and minority medicine was constrained by the ecological environment.In Chapter 2, the development of minority pharmaceutical industry of China was reviewed. A general overview of minority pharmaceutical industry was performed, and pharmaceutical industries in Tibetan, Mongolian, Miao, Uygur and Yi were discussed, the overall characteristics of minority pharmaceutical industry were put forward, and the main constraints for the development of national pharmaceutical industry was analyzed.In Chapter 3, the aim and direction of the development of minority pharmaceutical industry were analyzed. The significance of the development of the minority pharmaceutical industry was analyzed, the development trends of green drug industry in the world were raised, the R & D in national drug in Japan, South Korea and the United States and other foreign pharmaceutical enterprises were analyzed, the development trends of Chinese national medicine were put forward, and the special laws of development of minority pharmaceutical industry were analyzed.In Chapter 4, the development paths were summarized for minority pharmaceutical industry. Both minority businesses and medical institutions should be treated as the main body for the development of minority pharmaceutical industry, technological innovation should be developed, the development of pharmaceutical industry should be in harmony with the ecological environment, both the protection and development of minority medicine should be emphasized, and policy mechanisms should be established for protecting the development of the minority pharmaceutical industry, the national characteristics of minority medicine should be inherited and developed, national diversified exchanges should be performed, the funding for the development of minority pharmaceutical industry should be ensured.The paper offers: First, development policy of national pharmaceutical industry as one of China's public policies is not created out of thin air, but has its theoretical basis as with other public policies. In this paper, the equality theory, positive differential treatment and compensation theory and theory of biological and cultural diversity were used in this preliminary study to address "theoretical foundation" of the development of minority medical industry.Second, national pharmaceutical industry is of the unique advantage of our country's national industries and strategic industries, and industrial safety is the major task related to the survival and development of national medicine. From the view of national pharmaceutical industry safety, an innovative preliminary discussion on the development strategy of the pharmaceutical industry was performed based on the Industrial Safety Theory.Third, at present, academic researches on traditional Chinese minority medicine are relatively small, and the level and depth of researches are limited. Most studies of minority medicine are historical, cultural and professional perspective or from the perspective of national history of medicine. In this paper, the path of minority pharmaceutical industry was treated as a starting point and focus of the paper, a preliminary study was performed from the system measures, strategies and other aspects of the layout, thus a reference for the pharmaceutical industry of China's national policy was provided.The subject of the paper reflects our country's character, develops the area superiority of the minority nation region, offers the scientific basis to make decisions for national policies, and does vital promoted meaning to the economy and society development in our country. The development strategy of minority pharmaceutical industry is the specific expression to practice the important thinking of "scientific development view", and meets the demand of the development of advanced productive force, also is the key propellant of the culture development to carrying forward the traditional culture, and is closely linked with personal interests of the Masses.
