Research On Government Investment Performance In Science And Technology Under The Artificial Nature Perspective

The two most critical elements supporting the development of human society are natural resources and technological progress, the latter of which determines the type and level of the former that exploited by human beings. In the view of time, science and technology are critical factors of human society evolution, which determine the productive level in every period, namely "science and technology is the first productivity". From the traverse view, tapping on different field, science and technology are the connection of human and nature, showing a progress of human understanding and transforming the nature called artificial nature, the theory of which is then proposed and popular in the field of philosophy. Analysis of technological innovation activities by the perspective of artificial nature theory is a returning to the philosophy origin. Restoring the nature of science from the relationship between human and natural evolution and exploring the value of science and technology to human beings constitute the research perspective and theoretical support.In artificial nature theory, science is a method of transforming natural nature to artificial nature, while industrialization is the method transforming the artificial nature to social nature. Science, technology, engineering and industry of "quaternion theory" are throughout the development of technological philosophy. Science and technology is the core power factors transforming nature to artificial nature, whose essence is the humanization of natural law; engineering and industry is the initial results of science and technology on humanization of nature, which is the most representative of the humanized value; institution is demonstrated the principle method of humanized process of condensation, which is the embodiment of original features of social nature. Therefore, the institution should be considered in the artificial nature theory, thus breaking "quaternion theory" to "quinternion theory". The internal logic is embodied as:the evolution from natural nature, artificial nature, special artificial nature, industrial nature to social natural are corresponding to science, technology, engineering, industry and institution, namely the main types of scientific innovation activities.With the completion of global science becoming increasingly fierce, especially for the establishment of building an innovation oriented country in China, the role of scientific and technological innovation is prominent. And the government investment on science and technology, especially on scientific and technological innovation is an important way to raise the level of science and technology. Its performance evaluation is needed to check whether the investment of government is reasonable. Analysis on the connotation, objection, principles and key elements, especially the government science and technology innovation input and output performance evaluation, namely technological value evaluation, critically lies in the influence analysis of science and technology input intensity of the value of science and technology, and study on specific evaluation for all kinds of innovation activities of science and technology performance and support. By the perspective of artificial nature theory, according to the five dimensions of science, technology, engineering, industry and institution, we classified the government scientific and technological innovation activities into fundamental research, technological innovation, project innovation, industrial innovation and institutional innovation. Analyzing the features and flaws of every innovation activity, according to which we target evaluate and design performance evaluation methods, and then panoramically analyze the government science and technology innovation performance in theory and practice.As the old industrial base in Northeast China and earlier opening area, Liaoning provincial science and technology development stands out nationwide. Although the reform and open up policy make some achievements, the problems still exist, such as inconsistence of financial investment in science and technology, unbalanced resource utilization, nonstandard management mode, and lack of reasonable assessment and guidance. As the main power of science and technology development, the guidance, supervision and management of financial investment in science and technology is particularly important. Thus performance evaluations on scientific and technological investment according to Liaoning development are needed.This paper based on the Liaoning Provincial situation, mainly analyzing the domestic realistic situation and comparison, the existing problems and the implement of performance evaluation according to governmental R&D total investment, intensity, the governmental guided R&D types and funding sources, etc. At the same time it straighten out the input and output type of Liaoning provincial scientific, engineering, industrial and technological institution, and study on the specific method of the implementation process of performance evaluation, then form a complete set of performance evaluation researching system on technological innovation investment of government.
