China is a country with abundant coal resources and scarce petroleum resources.The coal resource which is regarded as the main developed energy source is widelyused in various industry fields, and the coal resource is the pillar of the economy ofChina. Although the mine freezing method of sinking operation has reached theinternational advanced level, the study of the management of the freezing engineeringis still relatively weak according to the current situation. In the first place, this paperaims to explore the management methods of freezing shaft sinking method and it alsoanalyses the main factors which influence the cost, quality and management methodsof the freezing project duration by using the engineering management theory. In thesecond place, this paper uses the EVM(earned value management), TQM(total qualitymanagement), bar graph and Activity-On-Arrow method which are based on theengineering management approach to provide the methods of cost, quality control andthe project schedule management of the freezing engineering. This paper also uses SixSigma management and grey system theory which are based on the engineeringtechnical methods to optimize the technical parameters and achieve engineering goalsof developing qualities, reducing costs and shorten the time limit of projects. Last butnot least, this paper uses one technical parameter as an example to give the positiveanalysis in order to calculate the parameter results of the freezing engineering underdifferent weighting function including costs, quality and project duration. This paperprovides the basic theoretical research methods of the construction control of freezingengineering and this is very important and meaningful for the development of themanageable level of the freezing engineering and the expansion of the economicinterests and benefits of enterprises in China.
