As a result of industrialization and urbanization, the mass production of urban waste has become a serious environment problem. In order to relieve the negative environmental impact caused by urban waste, urban waste recycling has been deploying in more and more cities all around the contemporary world, following the concepts of social economics development, such as sustainable development and recycling economy. Simultaneously, the increasing deployment of urban waste recycling activities is also of great resource environmental significance to urban metabolism. However, not many systematic researches have been done on the issue of metabolism effect affected by urban waste recycling, and nor have the results of such researches become effective methods for policy assessment.Using Hybrid Life Cycle Assessment and Urban Metabolism Analysis as basic theory framework, meanwhile, according to policies on different categories, including economic category and material category, this paper makes effort on the combination of two models, the mixed unit input-output model(MUIO) and the computable general equilibrium model(CGE), and then establishes an urban waste recycling and urban metabolism model(UWR-UM), in order to assess both the resource environmental effect of urban metabolism system caused by waste recycling and the metabolism effect of relative policies. The new model(UWR-UM) avoid the truncation error compared with traditional life cycle assessment models, and meanwhile, the results of UWR-UM may play an important role in policy assessment, as UWR-UM combines the advantages of both linear material flow analysis and non-linear input-output analysis.This paper sets Suzhou as a typical case, and by using UWR-UM, analyzes and forecasts the life cycle resource environmental effect of recycling activities of four typical urban wastes, including scrap tire, kitchen garbage, fly ash, and sludge, in 2015. This paper also simulates the effect of relative policies, such as fuel taxes, the encouragement of recycling union among cities of same urban agglomeration, and so on, on urban waste recycling activities. Based on the analysis mentioned above, this paper then forecasts the future of the urban waste recycling in Suzhou using the result of UWR-UM.According to the results of UWR-UM, while deploying waste reuse policies, government should take care on other factors, such as its important industries and material categories, the deployment of environmental supporting facilities, the enhance of improvement on material resource environmental policies, and energy conservation policies. Meanwhile, the government should base on urban metabolism to control market demands, and lead the development of environment technologies. Further on, for urban wastes with high additional value and low circulation cost, such as scrap tires, this paper analyzes their recycling effects on different territory levels, such as city and urban agglomeration. For instance, city governors should enhance the importance of market, so as to lead the industrialization of recycling sector and tighten the relationship between policies, however, governors of a larger territory, such as a province or a urban agglomeration, should take special care on the balance of urban metabolism between cities, in order to support the central city and improve both the technology level and the management level of recycling activities.
