This paper is based on analysis of distribution characteristics and pollution characteristics of drinking water sources in Jiangsu Province, according to the characteristics of scarcity of clean water in Jiangsu Province, on the premise of that the main contamination factors of drinking water sources don’t exceed drinking water health standards, from the perspective of health risks, using the mature Drinking Water Health Risk Model for reference, as well as selecting carcinogenic and non-carcinogenic routine monitoring data of the representative drinking water sources of Taihu Lake in Jiangsu Province and the Yangtze River Valley in 2007-2009 as the raw data, then studies long-term cumulative risks of drinking water sources on human health and conducts a health risk assessment on it. Finally, it has mainly drawn three conclusions.1 the basic conclusions of the health risk assessment; 2.taking the means of comparative risk analysis to carry out the. Jiangsu Provincial water quality health risks features prioritizing; 3.on the basis of comparative risk’s analysis and sequencing, using DANA semi-quantitative policy analysis software tools, accomplishes system analysis and simulation for representative chromium pollution factors, finally, gives the best strategies for drinking water sources protection, supplying the policy basis for environmental management.The specific conclusions of this paper are as follows:1. The water environmental health risk assessment of water supply sources in Yangtze River and Taihu Lake Basin are concluded:(1) During the period of 2007-2009, the annual average of total environmental health risk for the other eight typical drinking water sources (except the Yangzhong Water Plant (2009)) in a part of Yangtze River in Jiangsu Province were all higher than the maximum acceptable level of risk recommended by the international Commission on Radiological Protection (ICR). (2) During the period of 2007-2009, the annual average of total environmental health risk for a part of the selected Taihu Lake Basin drinking water sources were higher than the maximum acceptable level of risk recommended by the international Commission on Radiological Protection (ICR).2. The conclusions of Comparative Risk Assessment (CRA) for water quality health risk assessment of water supply sources in Yangtze River and Taihu Lake Basin are as follow:(1) During 2007-2009, annual heath risk caused by carcinogens in Yangtze River drinking water sources are all higher than in Taihu Lake Basin.(2) During 2007-2009, the prioritizing of impact factors for cancer risk in Yangtze River is:Cr>As>Cd; During 2007-2009, the prioritizing of impact factors for cancer risk in Taihu Lake Basin is Cr>Cd>As.(3) The characteristics of time-varying for risk factors are:There are no obvious rules for the changing characteristics of various risk factors during the 3 years shown.3. The DANA analysis software carries out semi-quantitative policy analysis for different management strategies of reducing the Cr pollution risk, the conclusion is that using the integrated source control, technical measures, management measures and policy instruments could more effectively prevent and control drinking water quality health risks.Practical innovation:Under the premise of the current drinking water to reach drinking water health standards that human health risks exist on drinking water sources on the long-term accumulation of potential hazards. Water quality of drinking water sources is linked to human health, which provides the relevant governmental departments and research units with an important basis for decision making; and this research makes researchers and relevant government departments realize that not only strengthen the drinking water source water environment security status monitoring and evaluation, but also further strengthen the water supply sources of environmental health research and the cumulative risk prevention to ensure the water quality to real compliance.In this paper, innovation is reflected in the following two aspects.1. Theoretical innovation.Use of water resources conservation theories and methods, establish a semi-quantitative model of pollution control event participants, which can better integrate the "nature-technology-human" together. It provides a theoretical basis and methods of model for the more comprehensive and reasonable analysis of the pollution control integrated management strategies, and as a kind of important reference model for other contaminants in drinking water control event participants.2. Method innovation.In accordance with the basic idea of comparative risk analysis, make the water sources risk a risk ranking for time dimension and spatial dimension, and preliminary find major risk factors for the impact of water health risks; use DANA-a semi-quantitative simulation analysis software to analyze drinking water contamination risk management strategy for protecting drinking water sources to provide decision-making reference, research methods and ideas of risk analysis and management for source of potable water.Prospects:1. Time Series Analysis:Need more time series data for further analysis in order to obtain drinking water sources in different catchments as economic development, industrial structure and characteristics of water to environmental health risks due to changed characteristics in water sources health risks.2. The health risks of water quality in environmental management policy analysis: The research data and time constraints, only a preliminary study of chromium, the major environmental health risk factors, yet to conduct comprehensive and in-depth pollution control and management research.
