Navigation safety of ships in heavy weather has been one of the focuses concerned by the shipping industry, and the safety of ships’setting sail in heavy weather is an important issue of the ships’safety assessment. Therefore, this paper analyzes the necessities of research on safety of ships’setting sail in heavy weather, and summarizes the safety navigation and safety assessment methods of ships in heavy weather.In order to assess the safety of ships’setting sail in heavy weather, this paper summarizes the worldwide marine accidents and analyzes the reasons for the occurrence with the gray relational analysis method. Then in accordance with Technical Requirements of ships’setting sail and related specifications,this paper does some research on the seaworthiness of ships’setting sail in heavy weather, analyzes every factor in aspects of human, vessel and environment that may impact on the safety of ships’setting sail, establishes the evaluation index system of safety of ships’setting sail in heavy weather, assesses the safety of ships’setting sail in heavy weather using fuzzy comprehensive assessment method, probability influence diagram evaluation method and BP neural network assessment method, finally analyzes the assessment results with the method of data mining in the rough set theory, and gets the final conclusions through analyzing the results and verifying, it turned out that the fuzzy comprehensive assessment method and probability influence diagram assessment method are the most appropriate assessment methods for the safety of ships’setting sail in heavy weather.This paper provides a comprehensive analysis of the factors influencing on the safety of ships’setting sail in heavy weather, put forward the assessment methods, and fills a gap in marine safety evaluation to a certain extent. This paper evaluatcs the safety of ships’setting sail in heavy weather not only from the qualitative point of view but also from the quantitative point of view, and solves the problem that mariners rely on experiences to determine the safety of ships’ setting sail in heavy weather for a long time, which could instruct the practice to some degree.
