Recently, the relatively well-established system of construction quality management regulations has been developed in China. Construction quality management regulations play an important role in assuring construction quality. However, the regulation documents are mostly paper-based, and not computer-processable. The provisions of these regulations are organized hierarchically. The relevant constraint provisions about the same component may be distributed in the different regulation documents, which even conflicts each other. In addition, the provisions are not self-contained, and they are co-referenced. Therefore, it is difficult for users to find the applicable provisions or use these regulation knowledge in some intelligent application system. This paper focused on the study of the ontology-based semantic modeling and retrieval and reasoning application of construction quality management regulations. An ontology-based semantic layered model for the regulation knowledge representation will be studied in order to enable the regulation can be proceed by computers.Consideringthe shortages of provisions layout, the research establish normative knowledge organization strategy based on ontology annotations, on the basis of knowledge extraction and analysis, the ontology model for the context information representation of specifications are establishedto annotation the clauses, then semantic annotation library is established; Based on the label information, specification section multidimensional dynamic organization. Promote provisions from the dimension of the single static layout to adapt to the need of the application of multidimensional dynamic organization change. As the current construction quality specifications are mostly exist in the form of paper or electronic text, application oriented retrieval are difficult problems, the research establish a standard provision retrieval framework based on ontology. On the analysis of the knowledge points, based on the provision’s ontology annotation information, design code provisions semantic similarity measurement model, development standard provision rules of semantic retrieval development. On the basis of the implementation regulations provisions semantic modeling and knowledge retrieval based on ontology, develops the prototype system.Regulation-based automated construction quality compliance checking would reduce quality inspection errors, consequently improve quality compliance and reduce violations to the specifications. Considering the lack of semantic information in the traditional specifications modeling, an ontology-based quality specifications semantic modeling approach is explored for construction quality compliance checking. Based on the approach, a framework for construction quality inspection is given, in which the quality specifications are annotated, the quality constraints are modeled into SWRL rules. The proposed approach is demonstrated in Protege3.4.6, through case studies based on specification examples taken from "Code for Acceptance of Construction Quality of Building Foundation (GB50202-2002)".This research provides some good indication for how to dynamically organize the regulation provisions, how to semantically represent and search the regulation knowledge and how to implement the semantic reasoning application of the regulations. The outcome of this research project will improve the quality of the regulation retrieval results, and enhance the computer-processable level of regulation knowledge. Also, the outcome of this research project can be the foundation of regulation knowledge-based intelligent systems, learning systems, information retrieval applications.
