| The northern foot of Qinling Mountains of Xi’an Section lies between the Qinlingwatershed and the south edge of Guanzhong plain，it has very important ecologicalfunction，this region is the Guanzhong area’s most important ecological barrier and itsmain water source self-control area. Here the biology，the minerals，the tour resourcesare rich， which have provided the giant resources backing for the economicdevelopment of Xi’an and Shaanxi province. For many years，because people only paymore attention to development and little to protection，thus the vegetation degenerate，the river valley block，the environment pollute，soil erosion intensify，the ecology crisisrise from all directions. And with the development of Xi’an city，the northern foot ofQinling Mountains has been included into the construction system of Xi’an，everywheretraces of urban development，disorderly development and construction activities，however，has posed a threat to the Qinling ecological environment and sustainabledevelopment，Therefore，from the point of view of urban planning to study northern footof Qinling Mountains adaptive development，which will have important theoretical andpractical significance.The paper researches the problems about the protection and utilization of thenorthern foot of Qinling Mountains in the sight of the landscape city. Firstly, the paperanalyzes the theoretical background of the landscape city and its evolution process. Thepaper reveals the revelation of the landscape city for the northern foot of QinlingMountains. Then, the paper discusses the influencing factors and basic contents of thelandscape city’s space construction, and presents the relationship between the landscape city’s space construction and ecological environment’s adaptive protection andutilization. Then, the paper discusses the influencing factors of protection and utilizationof the northern foot of Qinling Mountains, and from the viewpoint of system theory thepaper analyzes the current problems and the deep-seated reasons in protection andutilization. Furthermore, the paper combs the Qinling Mountains planning specific legalbasis and planning requirements at all levels, and the development orientation ofecological and environmental protection utilization in the northern foot of QinlingMountains, and proposes the development demand of ecological and environmentalprotection and adaptive utilization.Secondly, the paper constructs the adaptive protection’s mode system of thenorthern foot of Qinling Mountains. The paper starts from the ideas of adaptiveprotection, combining with adaptive protection evaluation model, proposes threeadaptive protection modes that are interrelated regional integration, the morphology andfunction preservation, space restoration and function coordinate. The paper buildsadaptive protection policies and controls from the establishment of incentivemechanism, improve legal protection and management of security mechanisms, theestablishment of a diversified economy and public participation.Protection and utilization are always co-exist, so that, the paper studies the properutilization as the core concept in planning strategy system of the northern foot ofQinling Mountains. Through analyzing the proper utilization’s planning assessment andadaptive planning principles, the paper proposes proper utilization’s planningtechniques from the multi-stakeholder involvement and diversified investment policyguidance, and then the proper utilization’s planning management measures wereanalyzed, and the adaptation of the typical problems such the new rural construction,architectural style and brand building also was study.Finally, the paper explain adaptive protect mode and planning practices thoughspace protection and utilization planning of the northern foot of Qinling Mountains. |
