Currently, transport industry facing part of the main issues including: congestion problem, supply and demand problem, efficiency problem, green traffic problem etc.. On the basis of the above problems, the Urban Traffic Control and Guidance System (UTCGS) is taken as the object of study. This paper using the theory of Cyber-physical System (CPS) to fusion Urban Traffic Flow Guidance System (UTFGS) and Urban Traffic Control System (UTCS). To achieve the system optimization target and eliminate the congestion, fusion research make spatio-temporal factors of traffic guidance and control are the same. To achieve the guidance target and partially solve the supply and demand problem, fusion research consider the human factor to improve the acceptance rate of induction. To achieve the control target and improve the efficiency, fusion research adjust traffic control to reduce delay. On the basis of the system optimization target, guidance target and control target, fusion research consider the energy saving and emission reduction target, to achieve the total fusion target and conducive to the green travel.The main research contents and innovation point of this paper are listed as follows:(1) From Computing, Communication and Control (3C) technical level, UTCGS is divided. According to the conflict of UTCS and UTFGS and the solutions, a fusion framework of urban traffic control and route guidance based on CPS theory was proposed.(2) In order to avoid multiple vehicle guidance cause congestion, and to meet drivers’travel demands, in this paper, the single-vehicle guidance algorithm coordinate system optimization target and single-vehicle guidance target. According to the traffic condition uncertainty problem, the single-vehicle guidance algorithm was divided into a global mode and a stepping mode.(3)According to the problem of multiple vehicle guidance cause congestion, consider the drivers’travel demands, a vehicle navigation system guidance algorithm improved guidance acceptance rate is proposed. The system guidance algorithm achieved the system optimization target and guidance target.(4) For the total fusion target to energy saving and emission reduction, the traffic guidance and control spatial-temporal fusion algorithm which same traffic system time and space factors of traffic system was proposed. Based on system guidance algorithm, the fusion algorithm increased the traffic control to reduce the delay. The fusion algorithm achieved the system optimization target, guidance target, control target and total fusion target.The fusion research on urban traffic guidance and control provided new visual angle and methodologies to solve urban traffic problems, and have very important significance in theoretical reference and practical guidance.
