Traffic enforcement on road is an important mean to implement the policies, laws and regulations of a country. Enforcementofficers who enforce on road perpetrate the rights include ensuring effective implementation of laws and regulations, maintaining the normal traffic order, ensuring the traffic safety, protecting the interests of the traffic participants, stabling transportation market order, protecting the road property. While the officers working on road, they are working under a huge pressure of the environment, so researching of the working environment of enforcement officers and influence between personnel psychology and environment has an extensive practical significance of protecting the officers’ safety.Based on samples of enforcement officers in Jinan, this paper analyzed the working environment of enforcement officers, established environmental evaluation models, researched psychological state and stress model, and tried to reveal the risk of environment and suffering damage propensity rules, and provided theoretical basis for enforcement officers’ safety management. The main content of this paper is as follows:Research of macro environment’s risk fuzzy evaluation.The research objects are four types of traffic enforcement officers such as highway traffic police, local traffic police, road administration officer, transportation supervision officer. This paper analyzed the new environment of traffic enforcement on road, and classified enforcement environment from macroscopic and microscopic.Dug deep information of the macro environment respectively for four kinds of enforcement subjects, determined the key factors of macro working environment respectively. Using the fuzzy theory to build macro environment evaluation sets, and finally established a fuzzy evaluation system to evaluate macro environment risk.This part of paper provided theoretical basis for enforcement officers to acquaint themselves with their work environment, and prevented from risk events and accidents.Evaluation and predictionof micro-environment risk’sResearch. This part defined the microenvironment of traffic enforcement, designedSampling questionnaire of micro environment which includes family environment, education environment and interpersonal environment, and got existing problems of micro environment by fittingthe information between traffic enforcement officers and norm.Itanalyzed factors deeplywhich affecting working safety in micro environment, determined the key factors and build an evaluation set, and established a micro environmental risk’sevaluation and prediction model.Research of correlation between psychological and environmental and research of stress modes of enforcement officers.It analyzed of all kinds of psychological phenomenon in the role of enforcement work, and analyzed the Importance weight of each psychological factorby creating multiple perspectives analysis method. It explored the variety of patterns which macro environment and micro environment impact on the psychological phenomenon by introducing concepts of positive gain, negative gain and zero gain.This part studied onofficers’ logical structure and physical process of information processing when they face to natural disasters, fire accidents and intentional injury, build the stress response model, and established the credibility model of enforcement officers disposal all kinds of risk events.Dangerous events encounter propensity and propensity test method research. It studied the propensity among officers who had different jobs, different working years. Propensity test software has been designed and developed, and it has some functions such as propensity test, macro environment and micro environment fuzzy evaluation, at the same time it can meet the needs of safety management. There were somecharacteristics such as paperless Propensity test, real-time risk evaluation and digital safety management. It willprovide software support to security working safety and safety management.Prevention research of fire accidentshappened in officers on highway. It studied on the mechanism of highway fire accidents and secondary accidents, Groundbreaking proposed the Passive Prevention-Proactive Avoidance theory, and depended on this theory using Laser ranging technology, wireless communication technology, single-chip microcomputer control technology and laser tracking technology designeda self-propelled active warning device. It has the functions of the automaticallyrunning, passive warning and active warning, and provides a hardware support to prevent highway fire accidents and reduce the secondary accident loss.
