With the progress of China’s new-type urbanization, the development of the landscape industry is facing new challenges. As a Chinese saying goes, ―Preparedness ensures success and unpreparedness spells failure.‖ So ―Preparedness‖ is a fundamental way to mitigate and tackle the various environmental problems brought about by globalization, urbanization and industrialization and to prevent the loss of cultural features and the destruction of the ecology and the living environment. Without ri gorous and scientific landscape programming, landscape design and development will lack basis. However, the academia and people inside the industry have not fully recognized the significance of landscape programming. Therefore, the necessity and importance of landscape programming as the premise and groundwork of landscape design and development should be re-assessed.The fundamental framework of urban landscape design programming is constructed on the basis of epistemology, the theory of value and system theory. From the epistemological perspective and on the basis of analyzing the related concepts, such as urban planning, feasibility study, landscape design, and architecture design programming, the connotations and meanings of urban landscape design programming have been explored, and the connection and alignment of the urban landscape design programming of different scale with the different stages of urban planning have been re-defined. This part makes it clear that this paper studies the urban landscape design programming at the meso level. It also clarifies the subject and contents of the study, and examines the scientific nature, uncertainty, innovation and timeliness of urban landscape design programming. Using the theory of value, this paper suggests the value orientation of urban landscape design programming that meet the needs of contemporary China. Drawing on the system theory, the paper constructs a programming system consisting of programming subject, programming carrier and programming environment, and a dynamic and resilient framework for urban landscape design programming that integrates humanistic ecology.The formulation of the theory of full life-cycle landscape design programming is based on the vital signs and the dynamic property of urban landscape that constantly grows and evolves. So it necessitates holistic and systematic full-cycle programming of the landscape activities at the programming state, which includes seven programming procedures that undergo continuous re cycling and modification, such as project backgrounds study and target setting, data horizontal and vertical expansion, information evaluation and innovation transformation, target setting and concept formation, landscape spatial prediction and conceptuali zation, programming pre-assessment and optimization, strategy formulation and selection, as well as operation model construction. At the same time, whole-process cost mechanism, participation mechanism, dynamic feedback mechanism, and a resilient framework should be established in order to guarantee the feasibility and effectiveness of the implementation of the urban landscape design programming.The central point of urban landscape design programming is to achieve innovation. The problem detecting method that combines value driving and process diagnosis aims to find out the inherent and mutual connection between the various units and factors of landscape, which is essential to accurately grasp and predict the development direction of the landscape. The progressive construction of the target is a process to detect the innovation factors, to assess the conformity to the target, and to decompose the themes of the target. Urban landscape spatial conception aims to speculate on the physical space of the landscape that will be needed in the future, and to transform qualitative target or value into landscape language, which is a key step for the landscape programming concepts to be transformed into design needs. Assessment of the urban landscape spatial conception i s an effective method to guarantee the smooth implementation of the landscape design programming and to prevent errors. Evaluation of urban landscape design programming is a scientific process to lay groundwork for the next-step urban landscape design.The operation model of urban landscape design programming is a central problem of landscape programming study, which is based on the comprehensive application of procedures and methods. Its focus on the time reflects its response to the dynamic and resilient framework. The multi-layered coupling models used in the selection of the location of urban landscape suggests the dynamic mechanism of the site selection, which consist of site selection attribute and factor matrix, site selection coupling relationship model, and selection of the best site from multiple sites. The urban landscape environment capacity and scale adaptive model suggests the judgment of the limit and threshold of capacity, project scale forecast and capacity expansion model.Drawing on the theory of eco-city and targeting the problems of the loss of culture and destruction of the ecology and living environment in the process of China’s urbanization, the strategy application of urban landscape design and programming suggests three programming strategies according to different value orientation: Ecological succession programming; cultural activation programming; and mobile experience-oriented programming. Ecological succession programming may achieve the urban landscape system’s healthy and self-maintaining status through the strategies of introduction and simulation, restoration and compensation, organization and construction. Cultural stimulation programming may promote the holistic development of the cities through the strategies of protection and integration, mobile experience-oriented programming may help create positive urban landscape to guide the urban residents to develop a healthy lifestyle through the strategies of blending and overlapping, guidance and triggering, time liness and mobility. Finally, programming has been conducted over the landscape reconstruction project of the downtown area of Majiagou according to the procedures, methods, models, and programming strategies suggested in this paper.Urban landscape design programming manifests the complete cycle characteristics. Through ―qualitative‖ exploration of the problems, it systematically and scientifically predicts the whole cycle of the activities of urban landscape, and highlights the vital signs of the landscape that continuously grow and change. It suggests the countermeasures to the changes at the same time. Through the recycling mechanism of continuous trial and error, verification and correction, a reasonable target system and a resilient process frame to guarant.
