| The natural rubber is one of indispensable strategic goods and scarce resources of national defense and economic construction, and petroleum, iron ore and non-ferrous metals tied for four shortage industrial raw materials, is irreplaceable in production area and product performance. It is not only the lifeblood of the modern economy, but also it is a military and diplomatic resources, and is directly related to the country’s economic development and political stability. The safety of natural rubber strategic resources have great significance for the security of the national economy and even national security.However, production and consumption distribution of the world’s natural rubber is very asymmetric. Currently the world’s natural rubber demand is steadily rising, but exports of natural rubber has dwindled in the international market. View of China’s natural rubber supply and demand gap is widening, the dependence on imports is increasing, self-sufficiency rate is declining, as well as participation rights are gradually being marginalized on the international natural rubber production, price, the market rules, which the country for consumption and import volume ranking first in the world, self-sufficiency rate is only about20%, the economy is in a rapid and steady development is extremely dangerous. To protect China’s natural rubber safety is related to China’s economic stability and development, has great significance security of the world natural rubber.Under the constraints of the land resources that are suitable for planting rubber,to solve the contradiction between supply and demand of natural rubber resources which have long plagued China, the ability of increasing self-sufficiency is very limited by expanding rubber acreage, only improving the yield of rubber is the foundation of protection the safety of natural rubber supply. One of the key factors to improve yield is dependent on natural rubber rubber tree germplasm resources, germplasm is an important material basis of modern breeding, germplasm resources protection, development and utilization directly impact the achievement of rubber production potential ability, at the same time, profound impact China’s natural rubber supply security it is essential to protect China’s natural rubber security and national economic security. Reasonable development, protection and utilization on rubber tree germplasm resources, we must first assess the value of the rubber tree germplasm resources. Hainan is China’s largest production base of natural rubber, Hainan natural rubber production accounts for60%of the country’s natural rubber production. Therefore, this study researched on the economic value of Hainan rubber tree germplasm resources, Chinese rubber trees germplasm resources developed mainly on the base of the introduction of foreign fine asexual, the behalf of large area promotion or as the backbone of the affinity of this breeding in introduction asexual germplasm resources for Hainan mainly is RRIM600,PR107. so this study ultimately selected RRIM600-, PR107and studied economic value of rubber trees germplasm resources for Hainan.On the basis of collection, sorting recent research at home and abroad, this study determined the theoretical basis of the value of the rubber tree germplasm resources、 the value of the composition and valuation assessment methods, researched and evaluated direct use values, indirect use value, option value, existence value and bequest value of rubber tree germplasm resources for Hainan learning from the theory of natural resources values and biodiversity values.According to the theories and methods of assessment of the value of crop germplasm resources, to select different methods for different value and market of value carriers systematicly and comprehensively assess total economic value of RRIM600and PR107which are typical representes of the individual materials of rubber tree germplasm resources in Hainan, assessed the direct use value by use of market value, assessed indirect use value by use of alternative cost method, shadow project method, opportunity cost method,et.al, assessed non-use value of the rubber tree germplasm resources by use of contingent valuation method.The results show that the average annual total economic value of RRIM600and PR107germplasm in the period from2001to2010was8.916billion yuan. In the total economic value of rubber tree germplasm resources for Hainan, average use value year was8.848billion yuan:the direct use value of was4.968billion yuan, the indirect use value of was3.862billion yuan; non-use value was0.68million yuan.The study results on typical representes of the individual materials of rubber tree germplasm resources in Hainan-total economic value of RRIM600and PR107show that excellent clones of rubber tree-RRIM600and PR107from abroad in Hainan produced great value, reflected the rubber tree q germplasm resources RRIM600, PR107have significant advancement and practicality, and the remarkable effectiveness,this is a major breakthrough of introducation> innovation and breeding of rubber tree germplasm resources in China.To assess the economic value of the rubber tree germplasm resources is worthy of guiding the cultivation and promotion of the new varieties, to compare the size of value can determine Whether it is worth of promotion and use. |
