Since1980s, the public health has got great improvement. But the contradiction between health care resources and people’s growing health needs is becoming acute increasingly. With the rapidly social and economic development of China, the optimal allocation of regional health care resources has already become the key factor that affects the stabilization of our society. So, the uneven of health care resources has drawn much more attention. Thus, research work emphasized on how to resolve the lack of adequate and affordable medical service, has great significance in guiding the optimal allocation and scientific management.Abundant fundamental data of the streets, population, the general hospitals, non syndromic hospitals, community health service centers were collected, including their locations, the mounts of health technicians and beds, business patterns; The fundamental data of the network analysis was provided with the road net data of Remote Sensing Image2010at Tianhe District. A database of health care resources was established with the methods of3S. Health care resources evaluation system was constructed after the comprehensive evaluation about the hospital layout condition, service ability, bearing capacity, service fairness at Tianhe District, and the result rationality was discussed. The research work was listed as follows:1. According to the situation of the health care resources, the distribution, bearing capacity, spatial accessibility and fairness of health care resources were analyzed with the methods of Thissen polygon, GIS shortest path analysis, Lorenz curve and Gini coefficient, and the conclusion has been drawn. Meanwhile, The results showed that spatial accessibility of all the grades of medical organization of Tianhe District was well; the allocation between the medical technological workers and the people was equally and the Gini Coefficient was0.38while the allocation of the medical beds for current people was absence and the Gini Coefficient was0.45; the geological allocation between medical beds for current people which Gini Coefficient was0.75; the medical technological workers which Gini Coefficient was0.73and medical resource were space gathered in the old city. So it’s necessary to optimize the medical resources of Tianhe District in Guangzhou City according to our research results in order that the medical resources could be allocated more equally and could be scientific managed.2. Health care resources evaluation system was constructed and further validated with the Delphi, and the distribution map of health care resources was drawn. According to the distribution, the proportion of the area of Huge-Warning was by7.31%, Serious-Warning21.23%,Middle-Warning34.35%, Light-Warning31.81%,Non-Warning5.30%. It was consistent with the evaluation result after field validation, proving the practicability of this evaluation system in medical resources evaluation.3. Comprehensive model that is about Planning and optimizing allocation of medical treatment resource in cities was constructed.Firstly,Health care resources evaluation system of Tianhe District was constructed, dividing into index weight and alert degree, outputing the maps of health care resources grading and alert-situation, calculating the population of lack of medical medical,calculating the bed amount corresponding to the needs at Huge-Warning and Serious-Warning area,at last,the hospital scale and bed amount that need building was provided.The study methods of model integration was technologically accessible by every step. Its most advantage were that it could evaluate and plan the health care resources during large, medium and small scale area,it also could support and guide health care resources plan and allocate it optimally.The methods that was used in this paper was different from other traditional planning method.Because of the great application value in regional medical resources plan by integrated operation model,the innovation of this study was appeared.4. The WebGIS application system that was based on Internet was established with advanced Web development technology and GIS component function, which included many functions,such as maps browse, spatial query and analysis, data management, graphics, information query, the query of evaluation related factors of medical institutions and thematic mapping. The sharing mode which coordinated GIS and Platform was realized.
