The neo-imperialism is a complex era landscape which continually evolves around the mechanism of capitalist production. It shows that capitalism continues to break the shackles of internal space and imprisonment. It can shuttle back and forth during the economic crisis eruption and saving and revitalize itself maneuver forces. It is not only necessary to pay attention to the changing times, but also the development of its theoretical explanation tools to observe imperialism. The two aspects must have been focused on and are inseparable. Imperialism in nature is a process of spatial expansion. There is inherent and direct relationship between the space process and capital accumulation, which is to change and highlight with the need of capital accumulation. Therefore, how we can grasp the essence of times theology needs one kind of innovation for the tool to observe theory truly from a long periods of historical materialism historical scenes and through the near focus appearance and turbulence. It is necessary to develop a set of corresponding theory to explain the system, namely spatial-temporal dynamics of capital accumulation in contemporary capitalist.This article takes the Harvey’s neo-imperialism theory as the object of discussion and commentary to gain more era enlightenment. Harvey started with space theory to; he will seek the causes and characteristics of new imperialism dating back to exploration of the capitalist mode of production. Harvey maintains mutual penetration of the theory and reality in the combination of philosophical and political dimensions. In his view, the global expansion of contemporary neo-imperialism is the deprived plunders under the new pioneers of liberalism and the military advocate of new conservatism, which is different from the historical periods. This deprived plunder embodied in the new spatial and temporal mechanisms embodied under the time-space compression. The new imperialism continues to capture unique elements for their plundering, with its spatial domain around the globe, it laid the plundering congenital Foundation with capitalization of land, fixed capital investments, financial credit and other unproductive logic specific to underdeveloped countries and the national. Therefore, those cities are considered as the key elements of new imperialism striving, because the urban build up the shape of the space of land, fixed capital investment, financial credit, and political ideology on the hit and many other factors. The city is not only the originated place of social movement but also the space for the liberation.Therefore, based on Harvey’s historical-geographical view of materialism as a whole, this article starts with geo-spatial analysis, and then theories of geopolitics, credit and finance, Urbanization Movement, imperialist plunder gradually, which tries to pass the process of formation and development of Harvey’s own theory, demonstrating the understanding the new imperialism, and plunges to thoughts on era problems and development of China at present.
