China with a great quantity of famers is a large agricultural country."Three rural" issue has been the most important issue of the Chinese revolution and construction. The stability of farmers is the stability of our society. Rural political development, economic development and cultural development are an important current mission for our country for reasons that rural areas is the basic of our country’s political structure and effective management of rural areas is the basis of national stability and long-term stability. Report of the Seventeenth Party Congress clearly pointed out,"unswervingly develop socialist democratic politics is the unswerving goal of our party," people are the masters is the essence and core of socialist democratic politics."Grass-roots democracy is one of the major issues of common concern and one of the hot issues of the current academic research. Rural grass-roots democracy is an ongoing process. Under the new situation, how to build grassroots democracy in rural areas and create a harmonious, civilized and harmonious environment for rural development is an important topic before us. Concerning about the construction of rural grass-roots democracy, improving the villagers’ autonomy system is one of the important contents.Villagers’ autonomy is the core content of the rural grassroots democracy, an important part of rural grass-roots democratic political system and the expression mechanism of farmers’ interests. After decades of development, the villagers ’autonomy has been achieved some achievements. However, with times changes, the villagers’ autonomy also face many practical issues that we need to solve.The paper is guided by the Party’s17congress spirits, directed by the scientific development perspective, and based on the research on construction of rural grassroots democratic politics. The main systematic research will be done as the followings:First of all, from the basic theory of villager self-governance, this paper explains the concept of villager self-governance, the development process, and the basic principles adhered to.Second, with the current errors, collision, and contradiction caused in rural affairs managed by rural party branch and the villagers’committee, the paper discusses the practical difficulties in practice, and expounds that villagers’committee is a basic autonomous organization of the common people and the villager self-governance must be operated under the leadership of the village party. At the same time, the author puts forward the suggestion on the coordination development of rural "two-committee" relationship, to make sure to deeply expand grassroots democracy, and to reach the goal of routinization, democratization, scientization on policy making.Third, on the construction of harmonious "town-village" relationship, and advancing rural grassroots democratic politics, the author discusses that township government and villagers’committee is the relationship of instructing and instructed, rather than the relationship of leading and led, analyses non-standardization and incoherence in operating of two kinds of authority, even deeper reasons of conflict, and comes up with reconstructing harmonious "town-village" basic regime.Forth, it introduces participating situation of villager self-governance. Chinese democratic political system provides extensive channels for peasants’institutionalized political participation. But it emerged peasants’non-institutionalization political participation in the operation of villager self-governance. Meanwhile, it exists unconcerned phenomenon that villagers treat autonomy, which reflects that our villager self-governance exists problems and shortcomings. The paper analyses the reasons of non-institutionalization political participation and political apathy, and puts forwards the methods to remove them.Finally, it describes the influence of the rural urbanization construction on villager self-governance. analyses the problems of grassroots management in the joint of villager self-governance and inhabitant self-governance, and looks forward to the future.
