The selection and appointment of leadership cadre in Party and government isrelated to the overall quality and ability of the status and directly related to the successor failure of the reform of the system of leading cadres, which concerns the process ofthe reform of the political system. Under the background of the great changes ofdomestic situation, the original party and government leadership cadre selection andappointment way is not adapt to the changing situation, thus reform is imperative. Sohow to change is an urgent and realistic problem to be resolved. On the one hand, thewave of democratization continues to push forward, which constitutes externalenvironment of Chinese socialist democratic political construction; On the other hand,China’s deepening of reform and opening up, the establishment of the socialisteconomic system, social interests increasingly diversified, the people’s democraticconsciousness greatly raised, the social structure of Chinese communist party has alsoundergone a local change, etc., all of the above puts forward requirements for socialistdemocratic politics. Specific to party and government leadership cadre selection andappointment, to establish democratic mechanism as the basic way of the party andgovernment leadership cadre selection and appointment becomes the inevitablerequirement to adapt to the new situation at home. This paper bases on the result, andregards the democratic mechanism of selection and appointment of leading cadres asthe research object.The paper has six parts:The first part is "introduction". In this part, this paper expounds the origin ofresearch and the significance, introducing that the changes in the world, in our countryand in the party have made it hard for the traditional Chinese party and governmentleadership cadre selection and appointment to satisfy practical needs, it puts forwardnew requirements for reform and perfection. Then on the foundation of analysis of large domestic research, makes the core clear, which is the democratic mechanism ofChinese party and government leadership cadre selection and appointment. At thesame time, this paper puts forward the core concepts and research methods.The second part is “the development course, achievement and experience of theselection and appointment of Chinese party and government leadership cadre,". In thispart, development course is divided into exploration and start-up, establishing andconsolidating, destroying and stagnation, recovery and exploration, reform andimprovement, innovation and development of the six stages, and analyzes andsummarizes the overall situation of each stage. From the analysis of the developmentprocess, and further summarizes the achievements and experience of selection andappointment,finding that democratic principles reflects in each of the developmentprocess, which provided valuable historical resources for the establishing andperfection of the democratic mechanism of Chinese party and government leadershipcadre selection and appointment.The third part is "the present situation of the selection and appointment of Chineseparty and government leadership cadre ". In this part, the paper analyzes the systemand existing way, thus points out many problems in them, then further analyzes thedeep reason causing these problems. From these analyses, this paper holds that, toovercome these problems, the effective way is to establish and perfect the democraticmechanism of party and government leadership cadre selection and appointment,which is the reality basis to establish and perfect the democratic mechanism of theparty and government leadership cadre selection and appointment.The fourth part is "to establish democratic mechanism is an inevitably choice". Inthis part, this paper firstly analyzes the basic theory, connotation, and characteristics.From these theoretical analyses, this paper holds that the democratic mechanism hasimportant function and meaning on solving the problems existing in the party andgovernment leadership cadre selection and appointment. Based on this, this articleanalyzes from democratic recommendation and nominee mechanism, democraticconsultation mechanism, democratic decision-making mechanism, democratic electionmechanism, opinion polls mechanism, democratic assessment and evaluationmechanism, the democratic supervision mechanism, the accountability mechanism andbenign exit mechanism nine aspects, trying to establish a set of system architecture of the democratic mechanism of the party and government leadership cadre selection andappointment.The fifth part is "the development mentality to perfect China’s party andgovernment leadership cadre selection and appointment ". In this part, the author holdsthat, to make the organic part in this system architecture run effectively, and then playthe role of the democratic mechanism, they need to analyze how to perfect thedemocratic mechanism. Based on the theory and macroscopic view, this paper putsforward the corresponding development ideas, including implementing democraticprinciples, persisting the party tube cadre and the mass line, the unification of Thequasi democratic scale, adhere to the expanding democracy scope and improving of thedemocratic quality, Changing the democratic way, adhere to the inheritance oftradition and innovation, Perfecting democratic procedures, adhere to the unity of thescientific nature and practical effectiveness; Strengthening democratic supervision,adhere to the transparent and normative development of unity, Optimizationdemocratic environment, and upholding the unified of democracy requirements andquality six aspects.The sixth part is "the epilogue". In this part, this paper proposes to turn back to theopening question, and briefly summarizes the point of this article and structure, at thesame time points out that building the democratic mechanism of the party andgovernment leadership cadre selection and appointment is not only an importantproblem of theoretical study but also a realistic urgency problem. In the current theproblem is complicated system engineering, and has many problems to be researched.This paper mainly analyzes from the theoretical level, for the practical operationprinciple, it just puts forward countermeasures and suggestions. In the later study, it isnecessary to use the empirical research way to analyze the democratic mechanism andconstruct operational quantitative index and system.
