Study On Effects Of Local Government Behaviour To New Energy Industry

Cultivation and Development of new energy is not only the leading edge and hot spot problem of industrial development, but also the important strategic of the international community vitalizing economy. On the background of energy shortage, new energy is a significant emerging industry. At present, countries in the world are all developing new energy. Main developed countries are leading the new energy industry development of the world by new energy industry’s technology and institution innovation, establishment and implementation of developing strategies. As a result, this large-scale surpassing development made a anti-pouring mechanism for China. In2012,"The Twelfth Five-Year Plan for Photovoltaic Industry" has been put forward. And many policy papers will be also put forward including "The Twelfth Five-Year Plan for Renewable Energy Development","Unclear Power Safety Plan","Medium and Long Term Development Plan of Unclear Power" and "The Twelfth Five-Year Plan for Biomass Energy". So the new energy development of China is facing a severe situation and unprecedented development opportunity.At present, the development of new energy in China is facing a lot of theoretical problems and policy problems which are urgently needed to be solved.In post financial crisis era, facing the complicated international and domestic situations, China not only consider how to keep economic growth, but also concern the stable and successive development of economy, optimization and upgrading of industrial structure. This paper researched effects of local government behavior to new energy industry and made cleat the action mechanism and the realizing route which local government economic policies act on new energy industry development,with a purpose of building up a policy bridge between government and industry. First, this study not only is beneficial to change the function of local government and rich the theory of the transformation of government functions, but also is the key of industrial development for local government economic policy design, innovation and implementation methods and opportunity. Second, this study will make a breakthrough in the limitation of new energy industry development.For example, it is weak for the new energy enterprise innovation ability. Relevant policy does not have enough strength to encourage and support science and technology innovation. Resource supply bottleneck restricts the industry growth rate and manner. On the demand side of the market, the demand is not obvious, certain, and initiative. In short, the new energy industry as an emerging industry, but also as a strategic industry, requires local government behavior intervention to make a breakthrough in the limitation of new energy industry development. This paper focuses on the theory and policy issues of China’s new energy industry development and research how the local government behavior to promote the new energy industry development by government economics, industrial economics, development economics, Public finance and management science.This paper is mainly scientific answer the following questions. Frist, the study answers why local government intervents in the development of new energy industry. Second, the study establishes a theoretical framework of local government behavior promoting new energy industry to answer how local government to develop new energy industry. Third, it is a empirical test about effect of local government behavior to new energy industry development. According to this idea, this paper consists of six chapters.The first chapter is introduction. This chapter focuses on the significant of local government behavior to new energy industry development, and states the research background, research status, research contents, research methods, innovation and shortcomings.The second chapter is basic cognition about local government behavior and the development of new energy industry. First, this chapter not only analyzes the traditional economic functions of local government, but also elaborate the speciality function in the background of China Economic Transition and in the special economic decentralization and administrative centralization.Second, this chapter will analysis realistic basis including the connotation of new energy, development process, research foundation of new energy industry development and new energy industry development environment.The third chapter discusses the motivation of local government actions involving in new energy industry development.This chapter discusses the motivation from the four perspectives. First, this chapter analyzes the development stage characteristics of new energy industry. New energy industry in China is in the primary stage of development. Second, it analyzes the autogenous ability of new energy industry and finds that new energy industry in China lacks the autogenous ability. Third, it analyzes the market failure of new energy industry development. Fourth, it analyzes the radiation effects of new energy industry development.The fourth chapter establishes a theoretical framework of local government behavior promoting new energy industry to answer how local government to develop new energy industry. First, this chapter constructs a special objective function based on the effect of local government on new energy industry. Second, it investigates the realizing route of local government behavior objectives,including fiscal policy, industrial policy and public services. Third, it investigates influence factors of new energy industry,including technology innovation, market development, resource utilization and development stage.The fifth chapter is a empirical test about effect of local government behavior to new energy industry development. First, based on that function, we construct a model about local government promoting industry which reflects the relationships between local government behavioral factors and new energy industrial performance. Therefore, in this frame we could discuss how fiscal policy, industrial policy, public services and so on affect new energy industry’s technology innovation, market development, resource utilization and development stage. Second, we make a hypothesis test for this model by SEM (Structural Equation Modeling)The sixth chapter discusses the politic design of local government behavior to new energy industry development, including fiscal policy, industrial policy and public services.The seventh chapter gives a summary and prospect of this paper.
