Study On The Innovation Of Local Government From The Perspective Of Administrative Ethics

As a creative reformation for the public power sectors aiming to promote thepublic interest, the government innovation is not only related to the efficiency andexecution of the administrative activities, but also a fundamental impact on theeconomic development, political democracy and social stability. Therefore, it is takenseriously by governments all around the world, and has become a widespread trend ofpolitical development worldwide.Inspecting from the reality of our country, the Reformation and Opening up policyexecuted since the late1970s of the last century has brought about integrity socialchanges in political, economic and cultural fields etc. This kind of integrity changes hasbrought about multiple pressures on the existing political order in China. From thebeginning of the Reformation and Opening up policy, the Chinese government has beenin a continuous reformation and innovation process. In the “micro-first " basic logic ofpolitical development in China, the local government has become " the first promotinggroup " in the government innovation. The local government innovation has become animportant path of the government reformation, and plays an important role in thereformation process of the social management mode.As an administrative-practicing activity, the local government innovation refers toa reformation activity to update its own management mode when it is taken by seriouschallenges from the political, economic, cultural and social aspects in its existing publicaffairs management mode. With the deepening of the innovation, three problems, the"lack of driving force","a low level of persistence "，and " the offset of beneficiaries " have emerge gradually and have become an innovative plight for the local governmentsto urgently deal with.Different from the current academia popular ideas of empirical research, this paperchooses to provide an in-depth study from an ethical perspective on local governmentinnovation and its difficulty. Based on combing the status of the theory and practice ofthe local government, on the ethics examination on the holistic innovation of the localgovernment, we analyzed the innovation predicament hidden behind the lack of ethics,and tried to provide ethical paths for the solution to the plight of local governmentinnovation in the intention to promote innovation in local government go smoothlyforward.This thesis is divided into six chapters.The first chapter is an introduction, the main content of which is to firstly give outa brief look at the status of local government innovation, and on this basis, we gave theclear reason and significance of the choice of this topic. Then we systematicallyanalyzed and reviewed the existing research, determined the basic framework, gave outthe researching methods used, the innovation and problems that may arise in thisresearch.Chapter2is an overview of the basic theories of administrative ethics and the localgovernment innovations. The main content of chapter2is the summary anddetermination of the basic concepts and related theoretical basis and in both fields.Based on this, a preliminary interpretation of the correspondence of administrativeethical dimension and the local government innovation was given. In this part, we atfirst defined the connotation and characteristics of administrative ethics and in ouropinion, administrative ethics refers to the modes of value ideas and the sum of ethics ofbehavior that should be followed by public officers and administrative organizations (orsystems) in the process of administrative activities with the public policy as a carrier. Itsspecific range, concept of publicity, the non-exchangeable mechanism of action of andnon-profitability as well as the main body of specialized distinguishes administrativeethics with other ethical norms."Normalizing" and "orienting" is the most core functions hosted by the administrative ethics. Subsequently, we cleared up the basic theoreticalframework for local government innovation, pointing out that local governmentinnovation is the general term of creative activities undertaken for the purpose that thelocal government or generalized departments of the government to safeguard the publicinterest, to improve their own operations, improve their social management capacity, topromote the effective solution to political, economic, cultural and social problems.Based on this, we preliminary examined the theoretical basis of the local governmentinnovation, moving causes, its types, evaluation criteria and the direction ofdevelopment. Following this, we explained the correspondence of the administrativeethics and local government innovation. We sorted out the vector standards ofadministrative ethics in the current context，then we pointed out that the localgovernment innovation is the way to realize administrative ethics, that the responsibilityethics, institutional ethics, and fair ethics are the most prominent ethical dimension inthe process of the local government innovation.Chapter3is an analysis of the current situation of the local government innovation,its main content is to research and summarize the local government innovation practice,to clear up the basis, main areas, characteristics the influences and the dilemma faced bythe local government innovation, on this basis, this chapter sketched out a realisticmicrocosm of local government innovation. This chapter summarized the status ofinnovation, which together with the framework of the innovative theory mentionedChapter2constitutes the hologram of the local government innovation. This kind ofpanoramic study taking both theory and reality into account is the necessary foundationfor in-depth research of the innovation of local government, thus the deduced realproblems such as "how to protect the dynamics of innovation""how to sustain theeffectiveness innovation", and" how to protect the direction of innovative " is the focusof our later study.Chapter4is an administrative ethics interpretation of the local governmentinnovation. The most importantsignificance of this chapter is to re-interpretation the Innovation of Local Governmentfrom the perspective of administrative ethics. The local government innovation is adirect practice which respond to the people’s, demand of "the presence of the ethics, andachieve their own ethical turn. This perspective build a value system whichresponsibility ethics, institutional ethics and fair ethics as the core followed by localgovernment innovation is a important theoretical foundation of further analysis of of theLocal Government Innovation predicament.Chapter5refers to the dilemma and absence of ethics in the local governmentinnovation. The main content of this chapter is to analyze and interpret the threedilemmas of the local government innovation process which includes dilemma of "lackof driving force", dilemma of "low level of persistence "，and dilemma of " the offset ofbeneficiaries ". pointing out that the conflict of administrative values behind thequestions of "Who innovation","how to continue" and "Who will benefit". Absence ofethics is the root cause of innovation dilemma.This chapter is a further study of theChapter3which study of dilemma of local government innovation process. In this partof the study,throough comparative analysis of the innovative path, pointing out thatabscence of ethics is the root causes of the diemma of local government innovation. Andthroough the value-oriented target system followed by Chapter4, pointed out Specificethical dimension which is abscence behind diemmas.Chapter6is about the pathway to the solutions of the dilemma of the localgovernment innovation, and the main content is to put out administrative ethicspathways to the solutions to mainly implement the ethical spirit, and to provide ethical pathways to promote the local government innovation.Chapter6proposed Administrative Ethics path to resolve the diemmas of localgovernment innovation. The main part of the study to undertake the above research andanalysis which refer to dilemma of local government innovation, pointed out that thecurrent predicament is caused by "abscence of ethics"in which local government make achoice in a variety of the incompatible innovative path, type and ideas, and I wish tomake to implement the ethics of responsibility, Institutional Ethics and the spirit of fairare the ethical path that resolve the diemmas of local government innovation. On thisbasis, we further clarify the specific ideas to implement the ethical dimension: theinnovation process of the local government need a clear role of the administration,nurturing the ethical Personality of the administration, and strengthen Institution of theadministrative ethics and oversight mechanisms of ethics of responsibility, which areimportant guarantee for the ethics of responsibility has been established in process oflocal government innovation. Foster examine the concept of development of institution,strengthen the construction of the ethical system in Institutional Assessment, and Ethicalintegration of institution system are important foundations of constructing InstitutionalEthics. Reinventing public orientation of government and implementation democracyand the rule of law are important way to implement fair ethics.
