In era of globalization, it is the central task for governments of different countries to promote economic and social development and enhance the comprehensive national competitiveness. Since the late1970s, many countries in the world began to carry on administrative reforms and explore new public administration modes, the development administration oriented to developing countries began to turn to global administrative development, the administrative development was becoming important increasingly. The New Public Management (NPM) mode formed in western developed countries’ administrative reforms became the example for developing countries to imitate. At the same time, the developing countries began to explore actively actual administrative management modes suitable for themselves.In general, administrative development means that under particular environment and resource conditions, the government changes the bureaucracy system and management mode, innovates management methods to improve administrative efficiency and effectiveness, realizes the harmony between government and the society, maintains and promotes efficiently public interest. Administrative development includes three dimensions such as value, system and behavior. The value of the administrative development is public interest The system of administrative development mainly includes the bureaucracy system which is the organizational basis of administrative development and the system structure which performances macro-institutional structure consisted of the relationship between the government and society, market and the micro-institutional structure consisted of the relation between formal system and informal one, administrative development is the dual systems balance process The behavior dimension of administrative development mainly refers to the bureaucratic behavior improvement to comply with governmental public target.Since the reform and opening up in1978, China has progressively transformed the former planned economy into socialist market economy, the whole society has entered the transition period. For establishing and improving socialist market economy, China has carried on six large-scale public administrative reforms. At present, China has basically established public administrative system suitable for socialist market economy, administrative development has also made remarkable progress. However, the problem that administrative system reform lags at economic system reform is still very outstanding, current public administrative system still has many drawbacks, the ability of government at all levels needs to be enhanced urgently. In social transition period, administrative reform and development is still the important task of Chinese government. Since the late1970s, the new public management (NPM) has become mainstream paradigm of western developed countries’ administrative reform and development, the basic logic of NPM is that concepts, technologies and methods in the private sector management is applied to public sector management, reforming the traditional bureaucratic system. Since1990s, NPM has encountered difficulties in practice, theorists and practitioners started self-examination and amendment on it. Public value such as social justice, public interest etc. has become the important issue in public administration and public management. The new public service theory, public value management theory etc. have attracted extensive attention. In practice, governce, holistic governce has become the main trend of the contemporary administrative development.In view of the problems existing in Chinese administrative development and the trend of contemporary administrative development, based on Chinese administrative development situation, refering to administrative development experiences of developed countries, this dissertation proposes the idea and thoughts to build administrative development pattern oriented to public interest. Specifically, public administration localization guided by Scientific Development Concept (kexue fazhan guan) is the methodology of Chinese administrative development Upholding the the leadership of Communist Party of China (CPC) and adhering to the road of socialism with Chinese characteristics is the political principle of Chinese administrative development Public interest is the value basis of Chinese administrative development Adjusting the relationship between government and society, market to improve the macroscopical system structure of administrative development Constructing the diversified governance mechanism leading by government Strengthening to construct social culture and administrative culture to provide mental resources for aministrative development Encouraging governments innovation is the operational strategy to push administrative development. |
