Building the risk prevention and control mechanism in corruption is one of keytheoretical study on construction of the party conduct and “punishment and prevention”system, and also the domestic academic circle and government body are paying closeattention to it in recent years. The stuty has defined accurately the elements of the preventionmechanism in Corruption between them. With the help of Marxism-Leninism, Mao zedong’sthought, Deng xiaoping”s theory,“three representative”, and the science sense ofdevelopment, I have learned our lesson from history, through researching all the problems ofthe prevention mechanism in corruption.Its theoretical positions will keep up our efforts against corruption and maintain a cleansociety.This article contains introduction and six chapters.Introduction.In this paper, stuty background, stuty significance, related stuty status atdomestic and abroad, stuty ideas and framework architecture for an overview are presented.Chapter one. In this paper, concepts and theory on the risk prevention and controlmechanism in corruption, internal control system and risk management and definingadministration risk and prevention are presented. It lays the foundation of building the riskprevention mechanism in corruption. Through summing up thought and experience ofKarl.Marx, Lenin, Mao zedong, Den xiaoping, Jiang zemin and Hu jintao, I drew a conclusion,the administration risk prevention is a important part of providing against corruption. Theadministration risk prevention is supported by “power norm, search for risk and controlpower”.Chapter two. I analysised concepts and theories on the risk prevention and controlmechanism in history, and social practice and questions at the front. I learned from foreigntheories and practice about the administration risk prevention,“separation of the threepowers” and “power balance”(Montesquieu, France renowned enlightened thinker at the18thcentury. In this paper, Sweden, Finland, Russia, Singapore and Hong Kong are presented.Chapter three. The risk prevention and control in corruption contains eight parts:establish administration risk objective, design environment of administration risk prevention,distinguish administration risk, administration risk assessment, administration risk reply,administration risk control, communicate information on administration risk prevention andsupervised administration risk prevention. Chapter four. There are five kinds of administration risk. Through building “three linesof defence”(beforehand, doing, after the event) and “four links”(plan, execute, examinantand correct), the administration risk prevention is strengthen and promoted.Chapter five. I appreciated the importance of the administration risk prevention throughanalysising the in six basic units.Chapter six. Building the risk prevention mechanism in corruption will be droveforward by new measures and methods. Looking ahead, I am filled with boundlessconfidence.Prevention is a fundamental way. Building objectives of the risk prevention mechanismin corruption has theoretical and practical significance for governments at all levels aroundthe country.
