The self-monitoring of political parties is the basic content of their own construction and an important guarantee for development of political parties. It is the recognition and protection to the normal operation of political party’s power from the unique perspective, and the prevention and correction of the political parties in power to deviate from the right track. The scientific level of party self-monitoring reflects the quality of the political party of their own construction, reflects the ability of political parties to realize the value, and relates to the future and destiny of the development of political parties. Chinese Communist Party attaches great importance to its own building from its establishing. Since the beginning of the new period from the reform and opening up, with the development and changes of the Communist Party of China’s own situation, the ruling mandate and governance environment, the function and significance of the inner-party supervision has become increasingly prominent. Under the conditions of the new social history, how to maintain the Party’s advanced nature and purity, and how to strengthen the party’s credibility and ability to govern, are becoming important and urgent tasks that the Chinese Communist Party is facing. Continuously improving the scientific level of the Chinese Communist Party Inner-Party supervision is raised in this context, and is also the answer to this question. How to achieve the task of guiding inner-party supervision with scientific theory, protecting the inner-party supervision with scientific system, promoting inner-party supervision with scientific methods is the focus of this doctoral dissertation. Making efforts to understand and grasp the problem of inner-party supervision of the Communist Party of China from law level is the value of this doctoral dissertation.Based on the organic unity of theory and practice, this doctoral dissertation firstly on the basis of trying to grasp the connotation and theory of the inner-party supervision’s scientization, and clear the inner rules and improvement direction of inner-party supervision’s scientization. Then, we will response to encountered problems and difficulties in reality of inner-party supervision’s scientization both in system and method. This dissertation altogether is divided into eight parts. The first part is introduction, explaining the study’s research background from the party’s governing environment. The last part is epilogue, further clarifying the relations among the practice of accumulation, institutional innovation and realization of inner-party supervision’s scientization. We discuss from theory to practice of inner-party supervision in the rest of the six parts from multi-angle, combing the connotation of supervision, inner-party supervision, and inner-party supervision’s scientization, analyzing the background and the based question of the CPC to promote inner-party supervision’s scientization, discussing the theory approach of the CPC inner-party supervision’s scientization, focus analyzing the construction of the path and method to guide of the CPC inner-party supervision’s scientization, and explaining how to evaluate the level of the CPC inner-party supervision’s scientization.Full text is mainly trying to elucidating the four issues as follows. First of all, inner-Party supervision’s scientization is the practice process of making CPC vitality under the guidance of scientific theory, adapting to the development and practice, conscientiously grasping and applying the inner-party supervision laws, strengthening the construction of the inner-party supervision. The raise of inner-party supervision’s scientization has double meaning of theory and practice. In terms of theoretical significance, Inner-party supervision undertake the important significance of improving the party construction, improving party’s ruling legitimacy, improving party’s capacity of accomplish it’s mission, maintaining advanced natures of CPC. In terms of practical significance, Inner-party supervision play a positive role in effectively constraining power, curbing corruption, promoting democracy, perfecting the system construction and strengthening the effective management. The final implementation of inner-Party supervision’s scientization needs cooperation and harmony among macro system, the system adjustment and micro operation mode and principle. From the macroscopic level, the implementation mechanism of inner-Party supervision’s scientization consists of a series of system building and supervision under the rule of law, democracy, and transparency of the process of construction. From the micro level, the realization of inner-Party supervision’s scientization need to handle the relations between subject and object in the supervision, using scientific methods and means as well as the specific supervision system construction.Secondly, the theory basis of inner-Party supervision’s scientization is the results of critical inheritance and absorption. Although the concept of inner-Party supervision’s scientization is put forward late, the CPC always has the problem of supervision’s scientization. On this question, from the classical theorists to the CPC has made the different analysis and judgment. On the basis of the integrated use of Marxist classical theory, political science, economics, management and other theoretical resources, combining with the theoretical exploration of the CPC, we believe that the theory approach of inner-Party supervision’s scientization is that:making the building of constraint party power as the core, and making the separation of powers and democracy within the party thought to combine organically. This theoretical approach has its own implementation mechanism. The realization mechanism of inner-Party supervision’s scientization is a dynamic operation system; it has its own unique operation mode and its goals to achieve.Thirdly, how to continuously improve the scientific level of the inner-Party supervision is the top priority of inner-Party supervision. We think that in order to continuously improve the scientific level of the inner-Party supervision, in addition to the above mentioned theoretical guidance, there are two aspects:the first is from institutional support, the second is from the method aspects. From institutional support, we need to achieve the combination of three paths which are top-down downlink inner-Party supervision system construction, the bottom-up uplink inner-Party supervision system construction and parallel to the same level of inner-Party supervision system construction, effectively making power locked in a cage system. On the specific path, we need to integrate the formal inner-Party supervision system, give full play to the role of informal supervision system, rely on the system to protect the rights of Party members, joint general supervision and specialized supervision body, give full play to the Congress role, use network platform to carry forward the inner-Party democracy, and establish and perfect parallel evaluation platform and so on. Thus, we can continue to expand channels of inner-Party supervision system and constantly improve the level of institutionalization of the inner-Party supervision; From the method aspects, we need to facilitate decision-making in a democratic way, promote the responsibility to implement the policy feedback, implement dynamic monitoring, and combine the top-level design path and the underlying breakthrough path and so on to promote the development of inner-Party supervision’s scientization. In the specific methods, we need constantly to improve democratic centralism, establish and improve the democratic decision-making proposal, voting and feedback mechanisms, learn from the executive heads of the accountability system, create a dynamic, diverse Party monitoring system, realize top-level design of the inner-party supervision, and promote the development of grass-roots democracy to achieve the underlying breakthrough. Thus, we can continue to innovative the scientific method of inner-Party supervision and continue to guide the inner-Party supervision. In these ways, we can continue to improve the scientific level of the inner-Party supervision.Finally, inner-Party supervision’s scientization involves many different aspects from ideology to working content. To unify the advanced nature of thought, rationalization of the structure, the modernization of the way, the program standardization and institutionalization of job content as the evaluation basis of scientific advancing is conducive to grasp and implement the inner-Party supervision’s scientization.
