The modern social secuirty system include continuous adjustments and revisions ofequitable distirbution level in different groups since its establishment, and the reform andadjustment of economic equity is the development goal of social security of all countires inthe world. Furthermore, Chinese government has been exploirng the social security systemwhich adapts to the situation of China urban and rural planning and all people beneiftshairng. But with fast development, urban and rural social security undertakings ignoreequitable distribution under conditions of dual economic structure, and with unbalancedeconomic development, the provincial social secuirty configuration is not equitable, aswell as the source of inequity being important issues of the research field. These issuesmake it deviate from the ultimate goal of social security resource allocation equity.Therefore, assessment on social security economic equity is of great significance intheoretical innovation of further development and exploirng to propose suggestions on thesocial secuirty equitable and balanced development. Based on the current situation ofChina’s rapid development of social security system,through the framework of urban andrural administrative divisions, by the usage of empirical and normative analysis method,this paper conducts in-depth and systematic research on the disequilibrium of China’ssocial security economic equity, and proposes ways and method to achieve equilibirum ofour social security economic equity, so as to provide new ideas and scientific basis for thegovernment to formulate and implement social security policy,and advance thedevelopment of social security with Chinese characteristics in a equitable, balanced, andscientific way.This paper consists of eight chapters. Besides chapter one being the introduction,chapter two and three are the basis and premise for further analysis. Chapter four and fiveare practical analysis and evaluation in terms of urban and rural areas, provinces andregions in China. Chapter six analyzes factors affecting the formation of non-equilibriumstatus from multiple points, and chapter seven is the international expeirence reference.The eighth chapter puts forward policy recommendations on the equitable and balanceddevelopment of Chinese social security.Chapter one puts forward research problems,plans the thesis and defines the basicconcept. The second chapter presents the theoretical basis and reviews public goods theory,equity theory, social security development model theory and unbalanced developmenttheory. The theoretical application in the field of social secuirty are discussed and analyzed.Based on the process of system theory and social security law, chapter three designs staticevaluation model, dynamic evaluation model and non-equilibrium development evaluationmodel of social security economic equity, forms an index system of5dimensions includingstatic equity, dynamic equity, adaptability, disequilibrium metric, urban and ruralequilibrium measurement, and the index system consisting of40individual indicators,among which the static equity includes3dimensions of fair starting point, process equityand result equity. Based on the third chapter evaluation index system, chapter four and chapter fiveapply it to assess the social security economic equity of urban and rural areas, and differentprovinces. It is found out that except for the coverage of medical insurance system in ruralareas, the actual coverage and social adaptability being better than that of town, all otherindicators show equity disequilibrium for rural residents. The magnification pattern ofurban and rural social security and fiscal social security deviating from the equilibriumpoint show an inverted U shape. The provincial social security development is notbalanced, and the important influencing factors include mismatching of social security andeconomic development, lack of standardization and adaptability, upside down for socialsecurity level and financial input level with economic development level and the per capitasocial secuirty level, the imbalance of economic development, and institutional liquidityaspects etc.The sixth chapter analyses the factors of disequilibrium development of socialsecurity economic equity in sequence from the perspective of government economicdevelopment strategy*urban areas first and rural areas later, coast first and inland later’,public finance input bias, resolution of social contradictions priority order, population flow,farmer’s individual labor relations features,the scientific design of the system itself, initialincome distribution gap. etc. The seventh chapter chooses the United States of America,Germany and Japan three developed countries as the object for comparative analysis,summarizing the practical experience of their National Social Security Equity developmentfrom disequilibirum to equilibrium, hence to obtain enlightenment for developing oursocial security equity. Chapter eight proposes recommendations on equitable and balanceddevelopment of Chinese social security system.This paper attempts to birng forth new ideas in theory, method and practice throughthe following aspects.(1) The process system is used as the theoretical basis for the first time to analyzethe operational mechanism of social security economic equity development, to introduce,create and integrate index, to construct five dimensions evaluation index system to assessChinese social security economic equity disequilibrium.(2)Through empirical study, the urban and rural aeras, and provincial economicequity index are quantified, analyzed and dynamically compared, and equity is quantiifed.(3)In the analysis of influence factors of unbalanced development of social securityeconomic equity, multi-perspective factors involve government economic developmentstrategy ’urban areas first and rural areas later, coast first and inland later", public ifnanceinput bias, resolution of social contradictions prioirty order, population flow, individualfarmer labor relations features, the scientific design of the system itself, initial incomedistribution gap. etc.(4)In the aspect of international practice, the social security development course ofthe United States of America, Germany and Japan are studied, and their evolutionexperience from disequilibrium to equilibirum are analyzed as the erference. Rules arcsummarized and inspirations are obtained.
