Presently, there are some problems among the Performance Management and cadres Appraisal of our country’s government, such as lack of strategic guidance, effective tools and organic contact. These lead other problems emerged, as disunity between strategy and action, non-carrying out action scheme and separating the system on government performance appraisal and cadres Appraisal. This paper takes the thought of Scientific Outlook on Development as theory guide, making the Balanced Score Card as practical tool, constructing the system of performance management and cadres appraisal on county-level government in China based for the China’s reform with Balanced Score Card, and conduct some empirical research.This study mainly carried out the following works:1. The implementation of Balanced Scorecard in Chinese government performance management application. Based on the analysis of the current situation that the domestic and foreign public sector performance management and balanced score card research and application, this paper discussed public sector, new public management, strategic performance management, scientific outlook on development and other related theories and ideas in detail, sorting out the relationship between them.2. Proved the relationship between Balanced Score card and the scientific outlook on development and the service oriented government. This paper argued that Balanced Score card’s long-term, strategic, overall management thought just like the scientific outlook on development. The usage of the balance scorecard can help balance the service oriented government’s fairness and efficiency, development and stability, public power and the responsibility of management, economic growth and environment protection and so on.3. Constructed county government performance management system based on the Balanced Score card and conducted empirical research. At the base of analysis on current county government performance management in China, this paper proceed a depth study on its principle, framework and model, establish county government performance management system based on the Balanced Score card, which conform to the scientific outlook on development and service oriented government strategy. Through the case study of Hailin City, this paper validated the application on China’s county government of the Balanced Score card.4. Based on the Balanced Score card of cadres Appraisal system and proceed the empirical study, constructing optimization development model. This paper argued the organic relation between cadres Appraisal system and the Balanced Score card, balanced score card four dimension and leader’s morality, diligence, achievement, clean index, the Tip quality model and balanced score card. And established a set of leader’s cadre assessment and optimization development model. Through the Hailin City evaluation system, this paper provided a useful exploratory of leader’s cadre assessment.The county government is the basic unit of China administrative structure. It is the connecting link on city and rural critical levels and middle part. Its task of reform is the most arduous and prominent problem. In a sense, the problem of county government is the most core and basic question in the study of the Chinese government. If the performance management and cadres Appraisal system problems of county government were solved, the whole Chinese government performance management and leader cadre examines the problem could be solved basically. This paper proved that Balanced Score Card is the effective and strategic tool to implement scientific outlook on development, argued the intrinsic certain relation between country government Performance management system and cadres Appraisal system, provided a beneficial exploration for our country’s Performance Management and cadres Appraisal system of County-level Government.
