The reform and opening-up policy is a great practice that determines the fate of our country, as well as an institutional change of far-reaching impact. As an integral part of institutional change in contemporary China, the reform of the cultural administration system since1978has made a lot of progress and effectiveness in many ways. But as a systematic process, the reform of the cultural administration system in China is now at the turning-point, and faces many obstacles. There are many problems to be solved under the new situation of the reform:we must overcome these obstacles and strengthen the institutional innovation.The theory of "institutional change" is used to analyze China’s reform of the cultural administration system in this paper. In addition to the introduction, there are six parts. In part one, the theoretical basis, the institutional change theory, is illustrated, which gives us a theoretical tool for analyzing the reform of China’s cultural administration system. The second part discusses the establishment and evolution of the cultural administration system since1949, as well as the functional characteristics of this traditional system. The third part analyzes the drawbacks of the traditional cultural administration system and the condition to reform it, including power sources, constraint conditions, and path-dependence of the reform. The fourth part analyzes the status and the role of formal organization in institutional changes, and thus to pose the question of the subject:who are the reformers of the cultural administration system and innovators of the system? The main theme of part five is the reform and the innovation of the cultural administration system by the ways of advancing on the whole, the relationship between the advancing on the whole and the reform and opening-up policy is also explored, and the problems in the reform of the cultural administration system are also discussed after that. In part six, we give some policy recommendations; we propose to improve the institutional arrangements and path selection by the innovation of the advancing on the whole.We believe that the theory of institutional change applies not only to the analysis of the reform of the cultural administration system, but also to the history and reality of reform. In this paper, institutional change is conceived as the process of the formation of the new system by changing the rules and procedures of the old system to new structure and new forms of incentives. Based on this, we point out that the cultural administration system established since1949is the microcosm of the history of reconstruction of national institution; it has a profound impact on the formation of a new social order. Because this system has drawbacks, so with the reform and opening-up policy and especially the rapid development of the market economy, the necessity and urgency of the system reform has become more evident. However, either the system reform, or the institutional innovation, requires the subjects to promote institutional change, and the central subject for doing it is undoubtedly CCP and the government in China. But since the reform and opening-up policy was launched, the traditional relationship between state, market and society has been changed by the "decentralization"; and roles of central government and local governments have also undergone profound changes. The questions are now: what are their statuses and roles in the process of the reform of the cultural administration system? What substantive impacts have the advancing on the whole on the reform of the cultural administration system? And what are the obstacles for the institutional innovation model and for its mechanism? We concluded that if we want to improve the effective institutional arrangements and to select a good path for the advancing on the whole, we should adjust the relations between the subjects of cultural administration, reorganize the cultural administration functions and organizational structure, balance the centralization and decentralization and try to optimize the configuration of two major action groups; we should reform scientifically with democracy and norms to improve the mechanism of the policy; we should give different guidance to different local governments, and encourage moderate competition between them; we should improve incentives and evaluation mechanism, enhance the motive of officials for institutional innovation; we should remove the ideological straitjacket, to create new administration methods of ideology; we should recourse to market and social forces to promote the reform.It is a new theoretical attempt to analyze the reform of the cultural administration system from the point of view of the relationship between the advancing on the whole and Institutional Change. Although the direction of institutional changes is determined by a variety of complex historical and practical factors, but the factor of the organization is the most fundamental, with this new method, the research on the reform and the innovation of the cultural administration system from the point of view of the advancing on the whole will make people attach importance to the status and role of organization in institutional change, and will make people focus on the positive interaction of the central government and local government. This will help people to understand more deeply the institutional obstacles and its causes that restrict the innovation of the cultural administration system. These all will be helpful for us to explore a viable reform path to perfect this system innovation model.
