The practice of socialism with Chinese characteristics is since the Third PlenarySession of the eleventh central committee of the CPC the activities of building aprosperous, democratic,civilized and harmonious modern socialist country what isunder the leadership of Chinese Communist Party, combining Marx’s theory andpractice, reflecting the essence of socialism, and making socialist systemperfection.Under the function of this practice, China has achieved some great successwhat shocked the world, but it has also produced some trouble.So it’s theresponsibility for scholars to make a summary of lesson for the practice, eliminate thecinternal logic course of the practice, and calculate the development of the practicetimely.Based on the domestic and foreign research on the practice of socialism withChinese characteristics, we can draw the conclusion that although many scholars havetried to analyse this practice and obtained some good resultes, on the whole, it’s stillin the initial stage of exploration for this kind of researches because of the concept,the scope and the model is still undefined.Therefore, deepening the research on thepractice of socialism with Chinese characteristics should be focused on in theacademic circules.And the establishment of model is the basis for study. We canchoose the Marxist social structure theory and the theory of social as the basis of themodel. It’s not only because they are important contents of scientific historicalmaterialism, but also because both have the macro view of the social modernization.By means of the model which we make in the light of both theories, we can analyzethe structural elements (government, market economy, ideology, people and nature)and differertiate the forms (the government-dominanted practice, themarket-dominated practice and people-dominated practice) of the practice ofsocialism with Chinese characteristics. So on the basis of the model, changes of thepractice of socialism with Chinese characteristics is clearly demonstrated.With the Third Plenary Session of the eleventh central committee of the CPC in1978, the practice of socialism with Chinese characteristics has gradually beenimplemented. In1978, in the face of the survival of the man named "humandependence", social operation mechanism named"power-dominated" and theme ofnational prosperity, government-dominated form can be chosed as the main form ofthe practice to promote the reform smoothly and quickly. The government-dominated practice refers to the government as a leading subject in the core position of thestructural elements of practice to gathered power for modernization. It is manifestedin two aspects: on one hand, the government-dominanted "overtaking strategy" hadbeen set; on the other hand, there are some specific measures with thegovernment-dominanted characteristics such as the political construction to safegardthe authority, the ideological construction of maintenance of government’s leading,the economic construction which is the planned economy supplemented bycommodity economy, social construction to co-ordinate the overall situation andconstruction of ecological civilization with the administrative control. In the fuctionof practice, the separation of economic and political spheres, emergence of socialactivity, and show of subjectivity of people gradually appear in China. But it alsobrought some negative effect such as corruption, economic disorder, and so on.In1992, in the face of the survival of the man called "material dependence",social operation mechanism named"market-dominated" and theme of nationalprosperity, market-dominated form can be chosed. The government-dominatedpractice refers to the market (economy) as a subject in core position of the structuralelements of pactice to make maket-economy’s strength appear. It’s manifested thatfirstly, the market-dominated "overtaking strategy"had been set; secondly, there aresome special measures with the market-dominated characteristics such as theeconomic construction to build the system of socialist market economy, ideologicalconstruction of reflecting requirements of the development of the market, politicalconstruction to serve market-economy, interest-oriented social construction andecological civilization construction of adaption to the market requirements. In thepromotion of the practice, the prominence of social sphere, non-symmetric structuresand improvation of people’s subjectivity could gradually appear.But it brought someproblem concerned such as the increased differentiation between rich and poor, theimpact to the dominant consciousness, and so on.In the face of the survival of the man called "ability dependence", the socialoperation mechanism named" citizen participation", and the idea of developmentnamed"people-pointed"in2002, the people-dominated practice has been chosed. Thepeople-dominated practice refers to people as a subject in core position of thestructural elements of pactice to make people’s life satisfied. It’s manifested that onone hand, the people-oriented "overtaking strategy" has been set; on the other hand there are some specific measures with the people-dominanted characteristics such asthe social construction of paying attention to citizen participation and the publicservice, ideaology construction of highlighting the people’s subjectivity, economicconstruction of reflecting people’s subjective value, ecological civilizationconstruction of reflecting people’s subject and political construction of reflectingpeople’s requirement.In the function of this practice, the trend of separation of spheres,the overall layout, and the enhancement of people’s subject could appear. Meanwhile,it had made the government authority weaken.At present, along with the gradual separation of the field of economy, politicsand society in China, a balanced situation between government, market and civilsociety have been being formed. From a theoretical perspective, the formation of thissituation not only can effectively resolve the “government failure " and "marketfailure ",but also can guarantee the people’s rights and promote sustained andbalanced development of the society. In China today, because of the strong power ofgovernment, imperfect market and immature civil society, a good operation model cannot be formed.So it has also become an important basis for forecasting the trend of thepractice of socialism with Chinese characteristics.
