The law of political parties is an important study object ofpolitical science. The power structure is a very important topic of the studyof political parties.The county organizations of the Communist Party of China have theirown operating mechanism. The county organizations of the party are asimportant as the county regime. If the county is govern properly, thewhole country will be stability. Generally the premier is promoted fromcounty governor. The leadership of county organizations of the party isrelated to the society stability and development of the entire county.Most senior cadres of the party and the state have been the county Partysecretary. Although the county Party organization is the lower level ofthe Party, It has almost the same structure with the Party’s provincialorganization, even with the Party’s central organization. They aresimilar but the county Party has its unique characteristics. The“Scale” is the most important one. The number of Party representativeand committee member is much less than the Party’s provincialorganization. According to Marxism, the change of quantity will causethe change of quality. Mancur Lloyd Olson believes that the collectivebehavior of a large group is different from a small group. The differenceis caused by the number of group member. Different from the Party’scentral organization, the county Party, in some cases, can resort to the parent organization to solve contradiction. This is anothercharacteristic. The literature of the powerstructure and the internal power structure of the Communist Party ofChina is sorted out and analyzed. Nowthe Party transformed from revolution to rule, from planned economy tomarket economy, and the information technology and globalization aredeveloping rapidly. The political culture is also changing. The dilemmaof political recruitment, decision-making mistakes and corruptionrampant are common phenomenon.
