In recent years, at the vigorous promotion of Central Committee of the Chinese Communist Party and State Council, Chinese service-oriented government has made a significant practical progress. On the other hand, in the process of building service-oriented government, some local governments are accustomed to "unilateral action" to be on behalf of the other organizations. Some social subjects, such as social organizations, enterprises, institutions, separate their own from service-oriented government construction. These organizations do not participate it actively, and even the worse is they are accustomed to waiting, depending on other organizations or demanding from the government. With the fast development of the practice and theoretical research about service-oriented government, some scholars clearly stated that unilateral action can not work alone, it needs social organizations, enterprises and institutions to broadly participate so as to form a "two-way interaction" situation. Well, why should social organizations that are outside the realm of government sector and market participate in the service-oriented government building? What are their functional roles in building service-oriented government? And what does the funcion work in the actual situation? Then what are the prerequisites for social organizations to participate effectively in service-oriented government building? What affects social organizations to play their role in the actual situation? How to further promote social organizations to participate in the the Construction of Service-oriented Government?To answer these questions, under the guidance of Marxism, this thesis adheres to the the principles of "problem-oriented, empirical-based, innovation-missioned" and tried to combine normative and empirical analysis, systematic analysis and institutional analysis combine, historical and comparative analysis, so as to get a systemic study of how social organizations to participate in service-oriented government building project.This thesis includes six chapters:an introduction, four main chapters and a conclusion.The introduction part started from why to take this study, and then emphasized the significance. On the basis of analyzing the research status of this study, it illustrated the reseach thoughts and methods used in this study and described the framework of this thesis.Chapter one analyzed three core concepts of social organization, service-oriented government and participation and the theoretical base of the thesis. This chapter focused on analysing what is social organization from theoretical level, what is service-oriented government, how to understand social organizations involved in service-oriented government building, and why they should take participate in it. This chapter also layed a full understanding of the premise and logic base of the whole thesis.The second chapter analyzed the background of social organizations involved in the practice of building service-oriented government and their role in it.Then it focused on the following three questions from practical level, Why should social organizations participate in building service-oriented government, what is the role of social organizations in building service-oriented government, how the role works in practice. From answering these questions, this chapter took a perspective of social organizations to participate in service-oriented government building.The third chapter analyzed the prerequisites and difficulties of social organizations to participate effectively in service-oriented government building. It was mainly to answer the following two questions, what are the prerequisites of social organizations to participate effectively in service-oriented government building and what are the causes of their role in current practice. From discussing these questions, this chapter formed a foundation for the fourth chapter to propose the path of social organizations to participate in service-oriented government building.The fourth chapter analyzed foreign experiences of the cooperation of government and social organizations in governance and Chinese path in this process. It focused on answering the foothold question of how to further promote social organizations to participate in service-oriented government building.The conclusion section summarized the findings and conclusions of this study, and pointed out the main innovation as well as the inadequacies.Innovation is the soul of social science research. The innovation of this thesis may be reflected in the following four main areas:The first is this topic is relatively new. Both service-oriented government and social organization are the currently hot research topics and have yielded fruitful reserches, but as the topic of social organizations participating in service-oriented government building concerned, it is still a relatively new one and its studies are relatively few. This article focused on the question of why social organizations participate in service-oriented government, what is role of social organizations in this process and what the situation it works, what are the prerequisites and its realistic condition, how to promote the participation social organizations in this process. It is recreative on research topics and contents.The second is about the method. The topic of society organizations participating in the service-oriented government building is a great practical one. It not only needs theoretical interpretation, but also needs to be placed in practice observation. Under the guidance of Marxism, this thesis attempted to combine normative and empirical analysis, systematic and institutional analysis, historical and comparative analysis to develop a systemic study of this topic.The third innovation is about point of view. Based on existing researches, this thesis clearly stated that social organization is an important participant of service-oriented government. It also hold that there are five functional roles for social organizations participating in service-oriented government building and it needs a series of conditions for social organizations’participation.To suport this study, it conducted a more rigorous demonstration. This thesis also showed some valuable research findings, such as at present social organizations does not play a significant and even role in buiding service-oriented government; whether grass-root or government-sponsored social organizations are at the expense of their autonomy to take part in building service-oriented government.The four is the conclusions. This study analysed the preconditions of social organizations to participate in service-oriented government building effectively. It gave a deep analysis of the obstacles in the practice. It also systemicly combed cooperation experience of governments and social organizations in westen countries. On these basises, the paper pointed out it is an inevitable choice for government to optimize institutions and for social organizations to strengthen self-construction, and it is the key for government to optimize the institutional environment.
