The power shift was always one of topics of international relation. During the process of power transition between the dominant state and the rising state, why and how did international orders transform were the key topics of international relation research. At different stages of power transition, the mechanism of transformation of international orders depends on the interaction of state wills between the dominant state and the rising state. By three cases on three different stages of power transition, we examine the different mechanisms of transformation of international orders.During1895Venezuelan Crisis, the power transition between the United State of America and the Great Britain was at the initial stage. The peaceful transformation of international order of Latin America was achieved in the end. At the initial stage of power transition, The peaceful transformation of international orders can only be possible under the conditions that:the state will of the dominant state to maintain the existing international order was weak for fearing its own decline; The state will of the rising state to rebuild the international order was strong during the course of rising. The peaceful settlement of Venezuelan Crisis was the consequence of contestion of state will between the Great Britain and the United States of America. The regional order of Latin America was peacefully transformed in the end.During1914Crisis of July, the power transition between Germany and Russia was parity stage. The crisis was the contention of international order in Europe between Germany and Russia. The war began in the end of the crisis. At the parity stage of power transition, there were two conditions in contestion of international order by means of war. One was the strong state will of rising state to reconstruct international order; the other was the strong state will of dominant state to keep the existing international order. At the moment, to realize its long aims, Russia promoted the nationalism of Balkan region, and its state will was strong. In order to maintain the bipolar order of balance of power in Europe, the state will of Germany was strong too. It is the contention of state will between Germany and Russia that transform the crisis into war.During1933London World Economic Conference, the power transition between the United State of America and the Great Britain was at overtaking stage. The key aim of the conference was to reconstruct the international economic order. However, the dominant state lost its state will to maintain the existing international orders, and the state will of rising state to reconstruct order was weak. So, the international economy continued disorder. The power of the United State of America had surpassed the Great Britain at1933by contrast of the state power between the two states. The Great Britain refused to undertake the cost of maintaining the existing order, which indicated the lost of its state will. Although the United States of America had the plan of reconstructing the international economic order, it refused to bear the cost. Which indicated the state will of the United State of America was weak. International economy continued disorder between after the failing work of existing order and before reconstructing order. So, there was a gas between the decline of old order and the reconstruction of new order.
