It is the rapid economic growth along with lagged development in political and administrative area, and the historical limitations of constructing administrative culture, which leads China into laggard of relevant system design and arrangement as well as extensive pattern in management model and method.The Third Plenum of the18th Central Committee of the Communist Party of China pointed out:The overall goal of deepening the reform is to comprehensively improve and develop socialism with Chinese characteristics, and to promote the modernization of the national governance system and capacity. A reform plan with60tasks being carried out in2014, in particular, specify the mission of "improve the examination and accountability system". There should be a benchmark in measuring the promotion of political system reform, national governance system and national governance capacity. It is intended to answer the questions of what is there to reflect the effectiveness and improvement of reforms, what transformation of government functions is based on and how. Performance assessment mechanism of the government provides such a basis which derives effective demands from those reforms.In the last two decades, the practice of government performance assessment tangles. What government performance assessment should be? How to establish a more convincing evaluation system? And how to end the current cluttering status of local governments’ assessment fundamentally? Based on this, people are always eager to seek and establish a set of government performance assessment theory, by which the government performance assessment shift from a state of existing to a measurement ought to be.Government performance assessment should not only focus on technical rationality, but also more on political rationality. Such assessments involve evolution of evaluation values, evaluation basis, and then evaluation techniques and finally find their roots in the system arrangement. Thus, political rationality holds the fundamental position. Technical rationality plays a supplement role to political rationality. The evaluation basis lies in government function which belongs to political rationality. Under the perspective of government functions, performance assessment and institutional arrangements, which is the basis for government performance assessment, promote the government to function effectively, accelerate the reasonableness of system arrangement and find new ways to improve government management and service levels by using reasonable and objective technical means to evaluate the performance of government function.The fundamental of government performance assessment lists as follows:Political stability and development has layed out a solid foundation for the study of Chinese government performance assessment and system arrangements. Political reform has provide effective demand for studying Chinese government performance assessment and system arrangements. The chaotic status of performance assessment offers a possibility in theoretical breakthrough in the area of government performance assessment and system arrangements. And the aim of performance assessment is to provide a theoretical support for reasonable system arrangements for the government.The theoretical significance of government performance assessment lists as follows:The target of the current Chinese government reform is to transform government functions. It requires changing the almighty government pattern, moderately reducing economic supervision rules and improving the market economy. Meanwhile, appropriately relaxing control over social supervision, fostering new advantage in citizen society, commissioning to provide public services and social resposibility and returning to the nature of the government’s public purposes. There should be feasible guarantee mechanism to accelerate the transformation of government functions which turns performance assessment into a gripping device for administrative reform, especially for the transformation of government functions.The realistic significance of government performance assessment lists as follows:The government performance assessment now lacks an unified theory, consistent practice mode, clearly defined common value, and effective testing standards as well as transparent goal-orient. Thus, government performance assessment is conducive to give full play to government functions. It is conducive to improve the assessment technical systems. It is conducive to identify the biasing reasons for system arrangement deviations. It is also conducive to provide directions and paths of improving government performance.In a political perspective, government performance assessment should be oriented in transform government functions, responded to building up legal norms and aimed at establish institution for transformation. In the perspective of techniques, the government should establish assessments to the subject, object and system of indices based on the value-orient from which method place reflecting the value objectively as the fundamental choices and starting point. In the view of our local government performance assessment practice, it is necessary to set government work report and the need to fulfill its responsibilities as the basis of assessment in order to reflect the local governments and departments performing capacity objectively, which is essential in the progress in defining assessment subject, object, and index system and evaluation methods. It is vital to focus on the multiple subjects’selection, especially when a third-party assessment body is involved. Introduction of public satisfaction assessment methods, which real, objective and accurately reflect the performance of the local government, is a necessary requirement for the performance evaluation of local government, and also the inevitable choice.
