This paper aims to construct an analytical framework of government coordinatedgovernance of major public emergencies. We "live on the volcano of civilizations", andalmost every week, there occur natural disasters, accidents, disasters and other public,considerable amount of which is major public emergencies. Whether the governmentcan effectively respond effectively depends on the government, but not entirelydependent on the government. The frequent co-occurrence of the traditional disaster risk,the ecological risk in the process of modernization and the social risk generated bymodernity increases the diversity and complexity of public crisis. Meanwhile, thelimited public resources of the government restrict the desire and capacity of publiccrisis management. Even if the government possesses sufficient public resources, manyother factors, such as the structural conflict, the information imbalance, and thebehavioral disorders, etc. may also make public crisis management "inefficient" and"failing". This requires the market sector and the social sector, two sectors independentof the government sector, to make up for the government failure. Government crisismanagement failures make public crisis management research program falsified, and thepublic crisis management network renders the government coordinated governancejustified. Specifically, the governance network is composed of three sectors ofgovernment, society and market. Consequently, when responding to major publicemergencies, whether it is bound to have cooperation between the three? How togenerate cooperation? These issues constitute the major concern of the governmentcoordinated governance research. The government coordinated governance is thedeepening and expanding of the crisis management (governance) research. Thisin-depth research will mainly adopts the three dimensions of structure, information andbehavior. Structural dimension refers to the network structure of the government coordinatedgovernance. The structure not only focuses on the integrity of the operation within thegovernment system, but also emphasizes the interaction and collaboration between thegovernmental system and different organizations independent of the governmentalsystem, as well as among the organizations themselves. On the basis of exploring themultilevel node attribute of the government coordinated governance network, thenetworks within and outside the governmental system have become the focus, and acoordinated government meta-network model of governance has been propose.Meta-network is a kind of governmental governance with all the nodes involving and allthe ties functioning. It is a system design and strategic vision, with its basic elementsincluding coordination of governance authority, of governance tools and of governanceobjectives. It possesses the triple features of resources integration, vertical andhorizontal joint, and collaborative governance.Information dimension refers to the information flow in the process of thegovernment coordinated governance. The path of the information flow usually followsthe following chain, namely, information subjectâ†'information channelâ†'informationobject. Information game subjects include the multi-nodes of government, society andcitizenship, and information game strategy refers to the means and ways for themulti-nodes to transmit information and the behavioral choices of the nodes. Specificinformation game relationships can fall into three categories: First, information gamebetween the government and citizens, and the second, between the government and thesociety, and the third, between the society and citizens. The process of information flowmay produce a variety of noises, mainly in the form of rumors. Rumors in public crisismainly take a parasitic way of survival. The parasitism of rumors makes people trustrumors. Being parasitic in content provides the vector of the rumor; psychologicallyparasitic provides nourishment to the rumor. Being parasitic in path provides thechannel of the rumor. Rumors can survive in public crisis, mainly relying on thenetworking capabilities and the assimilation capacity.Behavior dimension refers to the behavior logic of the government coordinatedgovernance. It has three levels. Firstly, the government level behavioral logic depends on the lifecycle and extent of harm of public crisis. Secondly, the community-levelbehavioral logic consists of two types, the spontaneous type and the guided type. Thekey to the development of spontaneous participation of evolution is to achievecooperation within the network. The key to the development of guided participation ofevolution is to achieve coordination among the networks. Thirdly, network-levelbehavioral logic is subject to supply and demand structure of public goods. Differentstages of public emergencies require different forms of public goods; but when it comesto a particular stage, the demand for some form of public goods will be dominant. Dueto the diverse forms and the various natures of public goods, the public goods supply inpublic emergencies must adopt the multivariate model, that is, the provider must be thegovernment coordinated governance network.The results show that the government coordinated governance is a new model ofgovernance. In this mode, public crisis management no longer rely solely onbureaucracy and monopoly model, but more dependent on the high-performancenetwork embracing a variety of contracts, negotiation and collaboration to engage in themanagement and supply public goods. In short, the main structure of the governmentcoordinated governance is the structural coordination, information coordination andbehavioral coordination, and cooperation is the essence of governance.
