Recently, the problems administrative morality behavior and anomie of civilservant and morality of administrative construction have become to gain main attentionin the Vietnamese academia.In the beginning of1990s, Vietnam started to implement a new system of civilservant legislation and civil servant management. And other fields have made someachievements to meet the requirements of basic formation during the transition period ofVietnamese civil service troops.With the economic and social development and under the influence of a numberof objective and subjective factors, Vietnamese civil service system and administrativemorality construction problems are continually highlighted and administrative moralitybehavior such as anomie phenomenon of civil servants also has been under morescrutiny.Vietnamese party and government pointed out that there are considerable partymembers (including civil servants) with low moral quality, who pursue bribery,corruption, and their personal interest thus breaking the laws and regulations as well asthe norms of administrative morality.Vietnamese civil servants’ administrative morality has already gained a negativeimage in the eyes of party and government.The most important factor which affects the quality of civil services is the socialand economical development. A high quality of civil service can provide a politicalguarantee and intellectual support of social and economic development, while a low quality of civil service is a big hindrance to a social and economy development.Vietnam is in its first stage of attending international market, but in order to provide astrong organizational guarantee it needs a good quality of the civil service. Someresearchers noted that the Vietnamese problems of civil servants’ administrativemorality are caused by the Vietnamese government and the education level, their role inestablishing and perfecting the civil service system, especially in enhancingadministrative morality of civil servants which constrain the standard and requirementVietnamese party and people.In order to be a civil servant, one must know about Vietnamese civil service systemand its administrative morality system. In this dissertation, we focus on the process ofconstructing an administrative morality of Vietnamese civil servants, includingsummary about Vietnamese civil service system, its features and details ofadministrative morality of civil servants. Then we analyze the administrative moralitybehavior anomie phenomenon of civil servants and its reasons by using the experienceof western countries’ administrative morality constriction of civil service. Moreover, wewill take into consideration the Vietnamese national conditions and future suggestions.The dissertation consists of seven parts as follow:Introduction includes (1) the research background of selected topic. Thedevelopment of reformation and opening of Vietnamese enterprises during the lasttwenty years have become a critical period of economic and social transformation; theadministrative reform has become an important force for promoting economic andsocial development. Improving the quality of the civil services is the important part andelement of Vietnamese administrative reform. Currently, Vietnam has made certainachievements in administrative reforms, but still there are many problems. Among theseproblems are the qualities of the construction of the civil service as still the Vietnamesegovernment and educational circles have caught the attention of the common people.The research focuses on the Vietnamese civil service construction quality process andanalyzes the problems administrative morality construction of civil servants in Vietnamas well as their reasons which constitute the main aim of this research.(2) Review ofcurrent local and international research. In this study, we summarized the local andinternational researches on this topic. On the basis of the results of other researches we construct the idea of this research.(3) Research methods and research ideas.The methodof our research relies on the method of historical analyzing, statistical analysis andcomparative analysis and literature analysis method. The main content of researchincludes six chapters as follow: chapter one covers the concepts of constructing theadministrative morality of Vietnamese civil servants’. Chapter two is the theoretical partand practical basis of Vietnamese civil servant administrative morality construction.Chapter three is the analysis of historical and current situation of construction ofVietnamese civil servants’ administrative morality. Chapter four is the problem ofVietnam civil servant administrative morality construction and its reasons. Chapter fiveis the experiments and enlightenment of international civil servant moralityadministrative of construction. Chapter six is the path of administrative moralityconstruction of Vietnamese civil servants.(4) Thesis Innovation and adequacy. In thisresearch we also present the innovation and adequacy of this thesis.Chapter one presents the concepts of constructing an administrative morality ofVietnamese civil servants. First chapter includes three important parts, first part is aboutthe meaning of administrative morality, including its definition and characteristics.Second part is about the basic meaning of Vietnamese civil service, including definition,features, types and functions of civil servants. Third part introduces the details andfeatures of Vietnam civil servants’ administrative morality.Chapter two presents theoretical and practical basis of. First, three theoretical basisof construction of administrative morality of Vietnamese civil servant will be presented,including the ideology of ancient Vietnamese official morality, Marx and Engels’ theoryof public servants and Ho Chi Minh cadres moral ideology. In addition, the practicalvalues of analyzing the construction of administrative morality of Vietnamese civilservant are also presented, and the significance of construction of administrativemorality of Vietnamese civil servant will be revealed for Vietnamese political andadministrative system reformation, and the effect of construction of administrativemorality of Vietnamese civil servant on the development of Vietnamese economy andoptimizing social morality.Chapter three presents the analysis of historical and current situation ofconstruction of administrative morality of Vietnamese civil servant. In this chapter, the summary is based on the historical changes and developments of constructing theadministrative morality of Vietnamese civil servant, and analyzing its developmentprocess. The Vietnamese legislation for administrative morality and the specificstipulation of civil servants also will be stated. In this chapter we will summarize andanalyze the current situation of constructing the administrative morality of Vietnamesecivil servants’.Chapter four presents the problems of constructing the administrative morality ofVietnamese civil servant and its reasons. The problems of constructing theadministrative morality of Vietnamese civil servant found in legislation, managementsystem, administrative morality education training mode and administrative moralitynegligence and the reasons of the problem will be analyzed in order to proposeappropriate solutions.Chapter five presents an experienced enlightenment of China, Japan and the USAcivil servant administrative morality construction. Based on the analysis of thedeveloped countries, such as China, Japan and the USA, and with the developmentexperience of civil servant administrative morality construction, we will extract thepositive characteristics of civil servants’ administrative morality construction of thosecountries, and possible ways of internalizing it in Vietnam.Chapter six presents the path of constructing the administrative morality ofVietnamese civil servant. Based on the development history of constructing theadministrative morality of Vietnamese civil servant, we aim at solving the problems ofconstructing the administrative morality of Vietnamese civil servants and its causes bytaking into consideration the experience of developed countries and combining theirexperience and measures taken and make suggestions for Vietnamese conditions.
